Identify those you needs as shops & convert the rest into council houses that are retrofitted to the highest environmental standards so they are carbon neutral & they will alleviate fuel poverty.Poverty in general will be alleviated since there will be a cap on their rent! 1/

Initiate this council refurbishment programme, run by the council who employ the builders, fitters, plumbers, architects, etc. The council trains up the unemployed youth under apprenticeships geared towards these building programmes, as well as retraining older individuals. 2/

These endeavours are run and supervised by the workers and trade unions, not big business and the path of progress is democratically decided by your community. This will also reinvigorate town centres, where people will once again be living and proper communities will develop. 3/

A similar approach can be used for empty office buildings and long term empty homes through compulsory purchase orders. This will be achieved by using council reserves, prudent borrowing & government grants 4/

You and your community will then campaign relentlessly for the government to reimburse the council for provided this council housing for the most vulnerable and those on housing waiting lists. Well this is what we are campaigning for here in Southampton under @TUSCoalition
