Delhi High Court begins hearing petition relating to various issues arising due to the rise of COVID-19 infection in the national capital
Delhi HC refuses to entertain a PIL praying for investigation, to be carried out by a court-appointed SIT, and affix the liability and accountability on the Govemment - both Central and State - in deaths due to shortage of medical oxygen.
Amicus Curiae Rajshekhar Rao suggests that some unutilised tankers can be diverted from Maharashtra to Delhi. HC tells ASG Chetan Sharma that if there is a shortfall in consumption in Maharashtra, it can be diverted to Delhi. ASG says the suggestion is well taken.
Delhi HC says that Supreme Court said you (Centre) must supply 700 MT (oxygen). If you don't undertake this exercise, you will be in contempt. Now, this is your job, there are tankers available but you are not willing to do this job.
ASG Chetan Sharma says we are filing our compliance report before Supreme Court today, we will not get into whether it is to supply 700 or fulfill the deficit. He says, 433MT reached Delhi at midnight. 307 MT came in at 8:15 am, we expect by evening there shall be enough oxygen.
Delhi Govt counsel Rahul Mehra says Centre has to deliver 590 MT of Oxygen
ASG Chetan Sharma asks him not to get into rhetoric
HC says - This isn't rhetoric. Sorry, Mr Sharma. You may be blind, we're not. How can you be insensitive? It's an emotional matter. Lives are at stake.
Delhi High Court tells Centre that IIT or IIM will do a much better job if you (Centre) handover the management of oxygen tankers to IIT or IIM.
Delhi High Court says, today the whole country is crying for oxygen. The Court suggests to Centre to involve experts and brilliant minds from IIMs on oxygen supply.
Amicus Rajshekhar Rao says in HC that people of the city have to be told that they can't keep cylinders in houses and we have to appeal that they must not hoard cylinders.
HC suggests creating a bank saying that
people will willingly surrender cylinders.
Delhi HC tells Centre that we need compliance of Supreme Court's order relating to oxygen supply to Delhi
"Contempt may be the last thing but it is there. Enough is enough. There is no way that you won't supply 700 MT right away. We won't hear anything except compliance" says HC
Delhi HC says - We fail to understand what good a compliance affidavit would be when as a matter of fact 700MT oxygen is not delivered, even earlier quantity of 490 MT oxygen is not delivered for a single day.
ASG submits that SC hasn't directed to supply 700 MT oxygen to Delhi.
HC says, we disagree. "A plain reading shows that the SC has directed the Centre to supply by making good the deficit," HC says
HC says we reject the submission that GNCTD is not entitled to receive 700 MT per day in light of existing infrastructure.

India & China have made some progress in some areas. We haven't come to the de-escalation part of it which will follow after disengagement is done. Last conversation with China was focused on COVID and the Chinese Foreign Minister also said the same to me: EAM Dr Jaishankar
Our healthcare system stands exposed, very clear that over 75 yrs we've underinvested in health. Maybe there were reasons, it's very easy to say you should've put in more money. Now that I'm in govt I can tell you it's not as easy as it sounds: EAM at Global Dialogue Series

But having said that, you have what you have at this point of time which is an under-invested health sector over many decades...In a crisis today, even though I have limitations, I have to make that extra effort, find some way by which I can respond to today's crisis: EAM
