Russian Kommersant article states the fact that Russia's goal is to get Azerbaijan to join Moscow-led Eurasian Economic Union, and CSTO (Russian-led NATO-like security organization)

To achieve those, it is certainly a must to unblock communications in the region, specially that Armenia is a member in both of these organizations.

To unblock the communications in the region, Azerbaijan would have certainly asked for its "7 regions" around Artsakh (NKAO).
Not only did the Azeris get those 7 regions, but also got Hadrut and Shushi as a cherry on top.

This explains the Russian passivity during the war.

The tax changes proposed by the Armenian authorities may lead to an increase in the shadow turnover - Chairman of the Chamber of Auditors Nairi Sargsyan
Sargsyan stated this on Friday during discussions on the package of tax changes which will cancel some tax benefits to education and healthcare sectors, and also revise downward the 115 million Dram turnover tax-exemption which small businesses got shortly after the revolution.
The 115 million Dram turnover tax rule which was passed in Summer 2019 was one of the most significant achievements of the 2018 revolution. Reducing it will either push small businesses into the shadow economy, or they will pay VAT of 20% and the prices of good will rise.

Pashinyan in the parliament today: there was no discussion, during the negotiation process in general, that displaced Azeraijanis would not return to Shushi, and Shushi had an Azerbaijani population of 90% and more before the [first] war, liberation. You want to say that...
...the city of Shushi with an Azerbaijani population of 90% and more is Armenian from that perspective? And then you (opposition MP) tell me I have announced "Artsakh is Armenia." If you think Artsakh is not Armenia and this is your position, then express it officially.
Pashinyan was answering an MP's question on why he did not take Putin's proposal on stopping the war on October 18 when it was possible to keep Shushi. The Azeris were demanding the return of the Azeri population to Shushi through that proposal and this was his answer.
