It is it *possible* that the announcement will cause some not vaccinated people not to wear masks indoors when they otherwise would? Yes.
But you can also tell a just-so story -- with some data in support, even -- that being told they don't have to wear masks if they get vaccinated is a powerful incentive for vaccine-reluctant Republicans: nytimes.com/2021/05/04/ups…
Which of these is more true? I have no idea! But neither does anyone else. Nobody has any basis for confidence in assumptions about how diverse groups of people will react to policy changes in an unprecedented situation.
If you're vaccinated, driving to a restaurant poses substantially more risk to yourself and others than dining indoors. It's fine for the CDC to say this because it's the truth, and its top priority should be giving people accurate information, not galaxy-brained manipulation.
And again, Biden's speech -- which emphasizes that it's safe not to wear a mask if you're vaccinated, it's not safe to go maskless indoors if you're not, and if vaccinated people want to wear masks it's fine and you should leave them aline -- is excellent:
