Here's a copy of the legislation vesting $1.9B for Cap security that is being voted on today. But of course, if you don't want to read it through, I'll break it down for you later today for @CourthouseNews. govinfo.gov/content/pkg/BI…
And how did lawmakers get to $1.9B? On recommendations issued by Russel Honore in the 1/6 Task Force review that was published in March.
Copy of that available here: documentcloud.org/documents/2078…
The House of Representatives is now in session. After today's vote on the $1.9B Capitol Security bill (expected after 10:30AM ET), it will be the end of votes in this body until June 14.
Rep. Mike Quigley, D-IL, in support of passing $1.9B Cap security bill: "For those who would vote against the commission or did, for those who would deny there was an insurrection, for those who would vote against this bill to protect us, you embody the new twisted world."
"We grew up believing in the phrase, 'I’ll believe it when I see it.' You embody the phrase, I’ll see it when I believe it. God help us."- @RepMikeQuigley
Rep. Herrera Beutler, R-WA, has an issue passing the $1.9B bill because she feels that the funding is coming before the reform. The argument from the other side is we need the money to make the reforms.
Rep. Herrera Beutler says she doesn't want it laid at the feet of GOP that they don't back the blue because she/they may oppose this bill. DeLauro reminds: there were 12 hearings on how funding would be spent.
House Admin Cmte, House Oversight Cmte, all had hearings on the path forward.
DeLauro: Beginning in April, Appropriations started negotiations with GOP and unfortunately, leadership has prevented them from reaching an agreement in a timely manner.
DeLauro: The Minority Leader talked about an "end of year" funding bill to strengthen the security complex, so in truth the view was not to do it, not to continue in negotiation, but in fact, to delay a decision on this until the end of the year. Not possible.
"We cannot wait in order to be able to effectuate the security of this capitol for all who work here and all who visit here," Rep. DeLauro says, defending the $1.9B Cap security funding bill
Pelosi on the floor, speaking in favor of emergency funding for the Capitol, brushes away claims it is a partisan bill based on partisan findings. It was Honore who put together the "blue ribbon" committee of law enforcement and nat sec advisers who made their recommendations.
Many of those short-term suggestions are in this proposed law. Those who say we can't wait until we do the commission, while they vote against it, or say we have to wait until next year - no, the need is immediate and it is now, Pelosi says.
Pelosi does not name him direclty but she has a burn for Rep. Andrew Clyde who recently downplayed the attack as a normal tourist day. A normal tourist day? Pelosi asks. You were barricading the doors on a normal tourist day? washingtonpost.com/politics/2021/…
Voting now on a motion to send the bill back to committee (proposed by Republicans).
Rep John Katko, the R who helped broker the 1/6 commission deal w/Ds that McCarthy snubbed, just voted in favor of sending the spending bill *back* to committee. @CourthouseNews

BREAKING: An attempt initiated by Republicans to send the $1.9B Capitol security emergency spending bill back to committee has failed, 209-208 after an hour long procedural vote. Now, lawmakers begin voting on final passage of the bill. @CourthouseNews
There was also hesitancy today to pass the final bill by progressive members in the House who questioned whether certain officers might have been complicit in 1/6 attack. It now looks, however, that the bill will pass after some negotiating. More soon.
Reps Jamal Bowman and Rashida Tlaib voted present for today's vote approving $1.9B in Capitol Security funding. Ilhan Omar voting no.
Today: @RulesDemocrats & @RulesReps meet to work on legislation for U.S. Capitol security plus a bill standing up a commission to investigate the insurrection on Jan. 6. @CourthouseNews
President Biden released his tax returns today.
According to the White House: POTUS and FLOTUS filed jointly, reporting an incoming of $607,336. They paid $157,414 in fed income tax & their 2020 effective tax rate is 25.9%. @CourthouseNews
The Bidens also donated just under $31,000 to 10 different charities, spending about 5.1% of their total income. The biggest donation was $10K and it went to the Beau Biden Foundation.
.@PressSec Psaki on Biden admin position on Israel/Palestine: Every single action we take is with the objective to end violence on ground.
And some convos between leaders right now will not be things she discusses at the podium
Why not call for a ceasefire?
Psaki says right now they are focused on deescalating on the ground and having these convos behind the scenes is the "most constructive approach." "Quiet, intensive diplomacy" is how WH is currently describing its approach w. Israel/Palestine
Over 60 calls in last week with a range of partners in the region, Psaki says of Biden.
A two state solution is the only way to bring an end to the violence, Psaki says.
Biden this afternoon: Cases are down in 49 of 50 states. Hospitalizations lowest since April 2020. Deaths are down 80% and lowest level since April 2020.
People thought 2021 would be a lost year as 2020 was, but we have proved doubters wrong, Biden says.
He carries a card in his pocket that notes lives lost to Covid at end of each business day.
So many empty chairs, he says, clutching the note. Then, "You will get through this"
Biden: Some may feel more comfortable wearing a mask, so if you see them wearing a mask, just be respectful. Too much divisiveness over this, he adds.
If you dont want to take it off and youre fully vaxxed, perfectly fine to do that.
If you are unvaxxed, wear your mask.
