There are also fast and cheap ways to set up ground networks inside Afghanistan within 90 days. Oh did I say fast and cheap...scratch that. 
After the UAE and KSA shit the bed with their list of "Really Bad Ideas Outsourced to Idiots" Turkey and Doha have actually proven metrics in stabilizing places like Libya and to a certain extent Somalia. Just a matter of scaling up and down... using competence... as needed.

It is logical that foriegn nationals will provide HUMINT on the ground while fat IDIQ contracts run collection from the air and intercept. Then handed off to local Afghan Air force and Afghan SF/Commandos to finish. Mentors will support these teams but likely Euros not Americans.
