Meanwhile, retail & restaurant employees are being asked to do "call in" shifts where they can't make any plans or travel far because they MIGHT be called in to work if their workplace is busy.
If they're NOT called in, tho, no pay for that time they gave to the business.

It's really not hard to retain employees if you treat them right. My husband runs a local small business with virtually no turn-over. His employees stay with him & work hard because he offers good wages + benefits + profit sharing + fun perks (which cost him little).
If you want employees to be at their best, offer profit-sharing. When they care about the business doing well because it means they do well personally, they will work hard for you and go above and beyond in customer service.
Fun perks cost an employer very little, but boost morale & make the office feel like a team. His office has a regular lunch book club (most of his employees are writers/editors, but we all love to read). For 2 weeks each year he rents a house at the beach & they work from there.
But most important are benefits, particularly healthcare. Companies that schedule their workers for 30-39 hours to keep them on "part-time" status with no benefits are the worst. Give benefits to all your employees & stop playing games with their lives to make an extra dollar.
