Some very interesting compelling evidence for axial precession done in the West (one amongst many examples this is from an archival paper from Italy) evidence that it was seen in 1700BCE /2000 BCE time frame. 
Solar Physicist, John Eddy, recognized that the small cairns which are distributed on the external circle of the wheel serve as astronomical outpost for many alignments, recognized at the summer solstice and at the heliacal rising of Aldebaran, Rigel and Sirius (Eddy 1974, 1977).
The findings of Solar Physicist John Eddy were discussed by Aveni in 2003. The findings were thought to be indisputable and are in keeping with axial precession. In fact there is more than that in the paper itself.
And of course while we can think about which cultures knew about axial precession and which were not aware, the glacial and sedimentary records have proven these already.
