Congress time politics of handing out doles gave us bureaucrats, who were so used to getting plum posts that “neither tired, nor retired” used to be the motto of their lives. So they were called NTNRB’s - neither tired nor retired babus. And this list used to be endless!
Came 2014 & common Indians powered another commoner and a rank Lutyen outsider to the top seat of Delhi —-> PM @narendramodi. The babus on the verge of retirement and the NTNRBs were so accustomed to dealing with Cong that an unknown customer was too hot to handle!

But then PM @narendramodi - a firm believer in the integrity of institutions - much to the liking of this strange breed known as bureaucrats,continued to function with congress era bureaucrats. He knew what he was doing but smart asses of Indian babudom saw in him a pliable one!
So Cong time Ajit Seth continued as Cabinet Secy and in his continuation, the great congress time fixers of Lutyens thought that they have understood PM Modi like they had understood others in the past and their writ will run large.A retired babu was brought in to supplement Seth
The hard taskmaster that PM @narendramodi was always known as, began changing the work culture and in came news of how babus had started coming to their offices at 9am sharp and would work long hours- after all what else can they do when boss is also working!
All those golf sessions at Delhi Golf Club became a thing of past and and attendance at IIC jamborees also began thinning by the week and months. As the work culture changed the “NTNRB” breed could understand that to milk @narendramodi is not possible.
In this realisation, our babudom and Lutyens Delhi discovered a completely new breed of babus - known as CRTBs - known as “Concerned” retired top bureaucrats. Bye bye NTNRBs and list of the CRTBs started expanding with every passing year.

The jobless breed of CRTBs found a new work-of letter writing. BTW drafting comes naturally to babus of @IASassociation -skill they have mastered.

Indian media, always hungry to thrust their mics inside the mouths of any Modi hater, found these breed of CRTBs particularly interesting for two reasons. 1) Their IIC membership gave them opportunity to run away to a nice place to escape heat of Delhi for subsidised cheap beer!
2) these CRTBs were perfect rudalis with nice bios- yeah almost all of them get to attend foreign universities, without paying a penny & going through the rigours of tough admission process, that we commoners have to!
