Considering that we lack the product and R&D base in the breadth and depth of most technological domains, there are additional costs involved in developing the labs, hard and software tools to work on design and development that is readily available in the West.
Some will be available COTS but they aren't gonna give for charity. The ugly truth of our startups and MSME companies is that they use cracked version of CAD and CAE engineering software to develop and validate their products cause they simply don't have the money to buy them.
And with lack of money they can't
1. hire top experts and engineers in the field of work
2. can't build enough prototypes to test early and repeatedly
3. can't go abroad to test products in specialized test environment that's absent here.

Exactly. Cause they are usually built in low numbers and are sometimes heavily customized. And most of these won't be available in India. A lot of prototyping methods and machines are simply not available here.

China probably simply doesn't even care to spy on our MIC or monitor our rate of industrial development. With these kind of state support, they know we are never going to come anywhere close to matching their pace of technology development.
Technology development follows an exponential curve. The farther ahead a country is and continuously investing in it, the much faster it carries to scales the tech development curve. Those lagging behind are not just behind but also at a slower rate of development.
I don't think the powers that be in Delhi understand the kind of challenge they face. A one time ToT is what comes to their mind and it gives only a short term leg up. Technology development requires continuous fostering.
