NATO has been looking for a massive response to BRI for a long, long time, and it wasn't possible under Trump administration because the only commonality economically to make this happen is the electric energy transition
None of this is necessarily wrong in principle (it's geopolitics and some would say about time)
But the above I think is the most accurate general sense of what's going on.
Clarifying Addendum:
NATO is basically using climate change / green energy revolution as pretext to seize control of third world by owning its energy infrastructure.
and they will use project finance through World Bank-style "investment" on steroids to make sure every aspect of third world economies are dependent on NATO NGOs and NATO country financial lifelines.
We've seen this playbook
Via this mechanism, every President in the third world will have to filter through this NATO-co-opted civil society element in each country in order to rise to power, and so NATO will be able to basically pick each third world country's president, write its laws, etc.
