2/ Tells Cttee there has been "a very visible weakening of consent" for the Protocol in one community in NI
3/ Asked if the constant threat by the UK of triggering Article 16 undermines trust and stability, Frost says "all options remain on the table" but wd prefer to find other solutions "if we can". Says the current efforts to implement the Protocol add to "instability"
4/ "The difficulty is that the way the Protocol it operated is not consistent with the way the UK negotiated the Protocol" Frost says
5/ Frost says he sees himself as a "negotiator" on the Protocol as well as an "implementer" of the Protocol
5/ Frost says our wish is that we need to find agreed solutions which enable the Protocol to operate which is consistent with the GFA in all its dimensions, ie North South, East West. "If we can't do that then all options are on the table for what happens next."
