Guys asking questions about whether their CGPA cut it for scholarship selection, as long as the scholarship selection says it does, then it does. If they ask for second class upper and above, if you have 3.50 which is like the lower percentile for second class upper, you should..
still apply. This is because you made the academic cut off, and there might be other things that you have such as research experience, work experience, publications, volunteering and much more that the other applicants in your pool do not have.
Also, your last 4 or 6 semesters of undergraduate degree is usually considered in most western universities(this was the case for me in one of the offers I got).
So don't hesitate at all, try to improve in other areas and keep applying.
N/B: I got 4 scholarship offers with a 3.65 CGPA, so don't have a feeble mindset, please APPLY!!!
