Kancha says that Congress in name of bringing "technocrats" "knowledgeable" into cabinet would always bring English speaking American/British educated Upper Caste Hindus.Even BJP has/had many such free loader like Nirmala, Jaishankar, Javedkar,Ravi Prasad brought from Rajya Sabha
But SC/ST/OBC Ministers would never have that cushion. In all probability, they had to be from Lok Sabha (grass root leaders).They were not expected to be "meritorious", so they could find place in Cabinet only if they were mass leaders. NO Rajya Sabha cushion for SC/ST/OBC.
But this massive induction of 47 SC/ST/OBC Ministers could change that template.

My assertion is why just Cabinet or governance, it can actually cannibalize RSS and BJP itself.

Given the fragmented and badly divided Dalit OBC Adivasi polity of India, there is no way they can capture Delhi, TILL SC/ST/OBC CAPTURE RSS and BJP.
Capturing BJP is relatively easier than capturing RSS.

This is actually Kanshi Ram model. He pioneered this political social engineering concept of political representation according to caste numbers. He didn't just focus on Jatavs, but he also cultivated many non Yadav OBC leaders, basically fragmenting polity & democratizing it.
I see such automatic social engineering driven by political aspirations even happening among Pasmanda Muslim community, where community leaders from Ansari, Idrisi etc. may emerge to extract their own individual community pie.
