I agree that this is a good move. For once it may actually mean something so long as we aren't distracted by the usual over-sell.

(But it won't replace ODA-supported projects that have been left high and dry.)

But note some reservations⬇️ (based on policy concerns, not just scepticism about hype)

I'm not sure it's either/or. Preference schemes alone are not enough, but they can help.

What do we know so far about this⬇️ meeting?

Remember the purpose is not a breakthrough, but new political direction towards consensus.

The WTO spokesman gave a briefing at about half-way through the day. Still several hours to go.

Football.

I can take defeat. Boy have I supported defeated teams in my time. I did wonder whether it was a good idea to give penalty-taking to players who had just come on and had hardly touched the ball.

And yet I remind myself:

• England were never actually defeated in any match. Only on penalties
• Last night, England didn’t play well for most of the 2nd half. In the semis, Spain lost on penalties to Italy but kept Italy pretty quiet during the match. England couldn’t do that

• Italy deserved to win the tournament. They were the best team overall from start to finish, and on balance better last night.
• England were probably second best in the tournament, although they had a poor game against Scotland and faded last night.

TODAY: The EU recognises the Swiss COVID certificate & vice versa.

The 🇨🇭 certificate is connected with the EU’s digital interface, usable throughout the EU/EFTA area 🇪🇺🇮🇸🇳🇴🇱🇮. QR code recognised.

Nothing on the 🇨🇭 govt websites apart from EU/EFTA certificates.
