Forde Report update

GS advised he’d been in touch with Forde to agree for some elements of the report to be released by the autumn.

We requested Forde be invited to the next NEC or Special meeting, to provide a summary before publication, the GS agreed to request this.
We were advised that the only element of the report that won’t be available due to the ICO investigation, relates to the leaking of the original report.
CLP meetings

Guidance around online meetings expires at the end of July.

CLP meetings online remain an option, CLPs can also meet in person if they wish - the NEC will review as there are no meetings in August so they can provide some guidance on safety.
So it’s clear, points 1 & 3 are what has been agreed to publish by the autumn 👇🏽
Restoration of the Whip

We again asked about the restoration of the whip to @jeremycorbyn

Keir advised that the situation hasn’t changed since he answered the question at the last NEC.

“It’s a matter between Jeremy & the chief whip”
Keir was questioned on his response to the comments made regarding under 25’s being ‘lazy’

Keir stated no context was needed in relation to the video clip, he was clearly aghast by the response made and anyone seeing the video would know that
Opposition to the Tories

Keir pointed out that during the height of the pandemic, so for the last 14 to 15 months, it was right to put the country first & that meant constructive opposition particularly in relation to lockdowns

That is now over, restrictions have lifted

he & the shadow frontbench will now take the fight to the Tories, which is why they have been more robust in their language over the weekend into this week & there will be more of that!

Keir was asked how our messaging differs to the Tories on restriction lifting.

Our message is don’t go down the reckless route of lifting all protections at once

Keep masks on all public transport, social distancing as mandatory, keep the working from home rule.

In line with SAGE advice

We do have other things we’d like to add; the manner in which we deal with vaccines, properly paying people to self isolate, making sure lateral flow tests aren’t chargeable.

Keir felt there’s a significant difference between us & the Tories on this

Vaccine Passports

Keir said the party has been cautious on this matter, he felt we needed to see more of what was being proposed by the government.

Instinct was that we should be in favour for nightclubs & pubs but more debate needed.
Labour Conference

There are 3 current plans for conference.

Plan A - full in person Conference in Brighton

Plan B - hybrid of in person & online

Plan C - online Conference

Plan A is the priority & aim currently Plans B & C are contingency should restrictions change.
Proscription Paper

I signed a statement with other left NEC members explaining my position on why I would be voting against the paper 👇🏽
Islamophobia Code of Conduct

@Yasmine_Dar & @mish_rahman have been stakeholders in agreeing this code of conduct, so it was great this was passed

Now the real work can start - the party has a chance to repair the relationship with our Muslim members.

We also requested that future NEC meetings must avoid key religious events.

Yasmine & Mish both spent over 9hrs on the NEC when they should have been celebrating Eid with their families.

As a Catholic I wouldn’t expect to spend 9hrs on Christmas Day doing NEC business!

Keir was asked to attend the GRT working group, following the anger of the offensive ‘incursion leaflet’

Keir committed to meeting with the group.
Culture Wars

Keir said that for the last 18 months the Tories have been trying to set culture war traps for us to fall into, to fight on their terms around divisive issues.

He felt that the racism around the England football team meant we had to take a robust stance

Keir felt the England Team & Gareth Southgate exemplify modern patriotism and modern Britain on & off the pitch.

The way Gareth Southgate articulated this, is why many members agree too.

Liverpool Caller Report

We were provided with an update on the progress and plans following the Caller Report

The actual paper has leaked, so it’s already in the public domain, what those recommendations are therefore I won’t make any additional comments.
NHS pay rise

Keir said now there is a negotiation ongoing now - we will be out strong on this - He reiterated we are the party of the NHS.

National Minimum Wage

Keir said we have been arguing for a higher amount & this will be discussed when he’s out & about over the summer

NEC Report Part II

Anti-Black Racism Code of Conduct

We have asked for more consultation on this paper, so it was pulled from the agenda yesterday & will come back to the NEC following additional stakeholder engagement.

It’s vital we get this right and don’t rush it.
I will ask our Black, Asian & Ethnic Minority NEC Rep to communicate next steps a& current position on what is happening with the Black, Asian & Minority Ethnic Conference
National Women’s Committee

We had a paper on the roles and responsibilities of the new NWC.

We suggested that the reference to the Women’s Committee becoming more of a ‘working group’ could appear to diminish the importance of the role

I asked Keir if he accepted not restoring the whip to Jeremy continues to cause division within the party? others asked when the whip will be restored, we were told to ask the chief whip - I have emailed tonight.

At the NEC Black, Asian & Minority Ethnic working group on ‘BAME’ structures, the #GV5 pushed for our Black & Asian Minority Ethnic Labour members to have the final say

Members need to feel included & represented, we’ll update on progress of this point ASAP

We requested parity on voting places for CLPs & TUs members to the National Black, Asian Minority Ethnic committee.

We pushed for regular equality data capture, to increase the visibility & self organisation of our Black, Asian Minority Ethnic members.

The plan is to have the inaugural Black, Asian Minority Ethnic conference this year & then every year in or around spring/summer

The Black, Asian Minority Ethnic conference WILL be able to suggest rule changes to the National Conference ✊🏽(similar to the Women’s Conference)
