Moving on to consent agenda, which has quite a few things we're going to talk about.

All 3 law enforcement type things are on here, so I'll do a super quick rundown of those.

No booze on open space or parks land
Since mid 1980s, applies to public places within city limits - makes it hard to enforce on most OSMP land, which is not within city limits

Exemptions: Coot Lake, Boulder Reservoir, Flatirons Golf Course, East Mapleton Ball Fields, and Stazio Recreation Complex

Can get a permit, typically for special events (Boulder Creek Fest)

Proposed changes would clarify that OSMP land does not allow alcohol consumption, within or outside city limits

Would also remove Coot Lake from list of exempted areas (it’s a natural preservation area) and add Pleasant View Sports Complex

Beverage Licensing Authority held public hearing on May 17
PRAB update April 12 - no discussion
OSBT voted 5-0 to approve changes on April 14 - 2 members of public supported

Second item: OSMP parking tickets (an IGA with BoCo Sheriff’s office)

Gives OSMP rangers, parks & rec code enforcement officers authority to enforce “no parking” violations in unincorporated Boulder County

Specifically Boulder Rez and Coot Lake were called out as problem areas for illegal parking.

Last crime/courts items: Maximum penalties; judge residence

Current max penalty for municipal crimes : $1,000
Established in 1981; has not been increased since that time
Suggested max: $2,650

Judicial residency requirements:
Boulder code requires municipal judge and associate judges to reside in Boulder County
Most communities don’t require this (Aurora, Colorado Springs, Fort Collins, Lakewood, Littleton, Longmont, Loveland, Pueblo, Westminster, Wheatridge)

This will allow council to waive this requirement for future hires

Unanimous support for all of these. There was also an open space acquisition in there, but I'll thread that separately later.
