2/ ... so all problems can be solved through reason, technology and industrialisation... but for Rand: feminism, multiculturalism and environmentalism (ie the Mee Left) were also "tribal" and "cowering"...
3/ the fact that the virus emerged thru rampant capitalist individualistic economic development makes no odds for ppl of Javid's mindset ... to want sustainable development, regulation or even moral restraint is to give in to the primitive ...
4/ Hancock was only a venal incompetent. Javid is going to subject U.K. public health to a one man social experiment designed around the ideas of a racist bigot and shit novelist from the Cold War...
5/ the whole shtick of equating the liberal left and public health regulation with pre-rational "tribalism" is in Rand's The New Left. I will lay strong odds it's somewhere on Javid's bookshelves 
6/ ... whatever Javid's "cowering" gaffe says about him - what does it say about British governance? That the private prejudices, theories and manias of ministers are now to become public policy unmediated by parliament or civil service.
