I am releasing CRS Mortality data for Rajasthan, Nagaland, Lakshadweep, Arunachal, & A&N Islands. This'll aid research.

Except for Rajasthan, no significant amount of excess deaths were recorded in the other states, at least as per this data provided under RTI.

Lastly, Rajasthan. The Hindu @vrsrini had previously reported on excess deaths based on partial data from Raj's online portal. The data below seems to be complete data. Though not in a month-wise manner, when compared to 2019, 2020 saw 26k excess deaths. But note-

Important to note that every year, around 10k more deaths are registered in Rajasthan, except from 2018 to 2019 when around 20k more deaths were registered. This could also be due to improvements in the CRS system for capturing births and deaths in the state.

With this, I end my work collecting mortality data for States. Some states created hurdles by transferring RTI to 100s of authorities.
I was able to report UP's mortality data. It was a great learning experience, collaborating with geniuses like @aashishg_ @muradbanaji...

1 thing I learnt talking to authorities across states is that widespread undercounting of deaths became a norm. On paper maybe not, but in practice, definitely! Will only harm our future fights against such pandemics, & people who won't benefit from COVID welfare schemes.

This order has more implications👇🏻

Centre has been denying information on its COVID preparation, policy, material based on which decisions are taken etc. due to “national interests”.
As a result, public scrutiny is obstructed. All records of empowered groups were being kept secret. Until now.

The Order notes- “the information sought being denied in a blanket manner was not at all justified”.
Blanket denial of info is something MoHFW is also doing.

This as a result would impact other cases like disclosure of records of NEGVAC- the top national COVID task force.

24 districts in Uttar Pradesh, registered 1,97,000 excess deaths than normal bw July 2020-March 2021. UP Govt’s official COVID death toll though, was 43 times less than excess deaths- only 4537 by 31 March.

In Amethi, 13,000 more people had died than normal- a 1700% increase, official death toll was a mere 39, or 335 times less.

Lucknow- over 30,200 excess deaths, 524% more than 2019-20 and 25 times more than the official death toll of 1,211.

Remember Ghazipur? Where during second wave, numerous dead bodies were found floating in its Ganga river?

This district near PM Modi's Varanasi saw 18,000 excess deaths after 1st wave, but official death toll reported by Yogi Adityanath's govt was a mere 92- 197 times less

Legal Advisers of Law Ministry advised Modi govt to seek parliamentary approval before notifying the #ITRules2021 to justify its legality. A Joint Secretary wrote a long list of objections, including that the rules suffer “from the vice of excessive delegation”,

But everything was overruled by Law Secretary Anoop Mendiratta, without noting any reasons, except saying "it appears to be within the scope of IT Act".

Later, the same officers who objected, approved the Rules, in "greater public interest", without giving any reasons.

The harm it does is mentioned here by @internetfreedom.

Further, why does the Police Department need to have our health data? And if it does need to have our data, why wasn't this disclosed to the people? Was their consent obtained? NO. @SetuAarogya

The Reply has come after 4 months since NIC, which is responsible to handle Aarogya Setu and also maintain a list of such agencies/entities with whom data was shared (has not complied with this rule), transferred my RTI to Govt of J&K.

Privacy?

Perhaps data has been shared with law enforcement agencies by Govt authorities elsewhere in India... cannot be ruled out. At least now, we have 1 Dept admitting to this.

The RTI reply has come after months of perseverance.

I moved the Madras HC seeking an urgent hearing in the matter bcuz if the Bill is passed in parliament, the cases at CIC would turn infructuous after 2 years. Court was pleased to direct so.

Now, this is what happened during the hearing at CIC and after-

@GoI_MeitY's officers raised new grounds for denying info. A copy of their written submissions was provided to me only 30 mins before hearing, after I hounded them for it.

I requested the CIC to allow me a day's time to file my counter to their new grounds for denial.
