Cheryl is bankrupt after she stopped using Blossom Syrup for the drug trade and spent whatever was left on Thornhill. She then gave the last of her money to Toni to save Riverdale High. After selling fake art wasn't enough, she and Penelope now have a fake megachurch for money.
Hiram wants to buy the maple groves from Cheryl because of the palladium under them, but she says no - she'll find out about it in 5x14 where she gets Archie to use Andrew's Construction to mine the area to help her gain back her wealth.
The Governor is in on the deal, which is how Hiram is able to do whatever he pleases. That's why at the end of 5x11, Hiram told him to fuck off because he doesn't want to share his cut.
