#SupremeCourt to hear an application by state of West Bengal contending that UPSC has neither jurisdiction nor the expertise to consider and appoint the director-general of police (DGP) of a state as the same is not in line with the federal System of governance @MamataOfficial

The application was filed after the state nominated a 1986-batch IPS officer as the state’s acting DGP, amid the tussle between the state and the UPSC over the selection of a new top cop.

Justice L Nageswara Rao: let us be frank, please don't file applications repeatedly. Especially the state

Sr Adv Siddharth Luthra argues for state of WB

Justice Rao: The points you have put here is earlier to old application that UPSC should not have a role in it

Luthra: that is why this application is in the amicus case so that this can be looked into

Justice Rao: these applications have already been rejected

Justice Rao: This is AN ABUSE OF PROCESS OF LAW. You cannot do this !

Justice Rao: you can withdraw this and argue in final hearing

Luthra: I have to be impleaded

SC: When prakash singh happened, all states were heard and you will be heard too.

SC: We allow your impleadment and dismiss the IA for directions, why are you wasting so much time in these applications? our pain is this there are petitions which should not be filed and what will happen when states start doing this?

Adv Prashant Bhushan: I am appearing for Prakash Singh. this court was looking at implementation of the 15 year old judgment. in most states much of the directions on police reforms remain unimplemented. @pbhushan1

Adv Bhushan: Please list this main matter at the earliest

SC: Yes we will do that. we know the case did not see the light of the say since 2007 orders

SC to Luthra: we allow impleadment of West Bengal but the IA for directions by state is dismissed.

SC: Let us give you a date in October, non miscellaneous day.
