Furthermore, in the appendix where it cites the original report of this information, the report number is blocked out, meaning it must contain information that is too sensitive beyond the vague descriptions released above.
After the quote I've shown, it mentions two researchers who were supposedly doing similar wireless EEG research around 1969, Dr Abram Hoffer and Dr Harold Kelm. When searching for relevant info on public search engines, nothing about wireless EEG comes up.
However, if you dive into the CIA FOIA database, an interesting document comes up for the first search of "wireless EEG."

I was just re-reading a DIA report on Warsaw Pact research into paraphysics and of course most of the electromagnetic section is missing (an entire page), likely even a reference to wireless EEG, right before it discusses frequencies that affect human brain and nervous activity.
Fortunately @blackvaultcom made an FOIA request and was given the whole document. Below is what I found most relevant for TIs, and it does indeed reference the wireless EEG, as well as other interesting bits that skeptics disagree with.
If you read that first paragraph and fully grasp it, it means that frequency attacks on one TI can trigger effects that other TIs will pick up on, as the natural frequencies of Earth will carry it around to everyone else on the planet.
Parapsychological research has shown that even though there are natural limitations, human beings are both antenna/receivers and transmitting devices. So to generate some of the attacks that TIs feel, your country/group of choice only has to recruit a willing psychic or 17/
determine that a given TI is susceptible enough. Then any frequency signal sent to/attacking one person will essentially boomerang around the world to other susceptible people.
