(1)Australia has an unusual/unique parliamentary system reflecting history of their creation.
There are no recognized "natural" or inherent rights in Australia. All rights are granted by a governmental system structured around extreme democracy. That's why voting is mandated.
(2)It took me a while to figure out why the Australian people would be so compliant toward what looks like government authoritarianism.
After research, I understand it now.
(3) All rules, laws, regulations, etc. come from the top down. They are proposed by command and control and then approved by the people in mandatory elections where participation is not optional.
(4) With that level of approval, the government then carries an approach of dictation.
Govt tells the citizens how to comply with the rules the command and control initiate on behalf of the citizens who approved the command and control decision-making.
(5) Rights to activity are granted by the rulers.
The Australian mindset is one of social compliance with the requirements determined by the rulers. After all, the majority approved of the rulers, ergo the rules must be adhered.
(6) In part this outlook comes from a history as a penal colony, where the "jailers" evolved to the "rulers" and the citizens are the prisoners voting for the rules of their confinement.
It's a modern progression of a historical connection.
(7) When debating the framework of government, the founding fathers of the U.S. viewed this form of democracy as worse than a monarchy.
But extreme democracy is what exists in Australia.
(8) This outlook flows down to the way the police view the citizens. Aggressive policing is an outcome of a heavy handed government, granted massive authority to enforce rules, by any means necessary, approved by the rulers - as requested by the ruled majority.
(9) The role of the citizen in Australia is to comply with the rules of the state.
The individual citizen has no inherent or natural rights.
It takes a nation-wide, or state-wide, majority to vote on a referendum for each right a citizen would like to have.
(10) The role of the government in Australia is to enforce the rules of the majority. They have a wide latitude, because the citizen has no rights to claim a grievance.
