They want martyrdom. Taliban who most of them are students of deobandi madrasas of Pakistan believes that martyrdom can be achieved only when a person kills a non-Muslim.

Thousands of government employees (majority of whom are non-Pashton) have been fired in the past few days, and the Taliban have replaced them.
Most of those who have been replaced are not even able to read Farsi/Dari and Pashto texts.

A deputy minister of a ministry, who has a master's degree from Poland and is pursuing a doctorate, said to me: "he was fired by the Taliban and replaced by someone who has gone to school up to grade fifth and is able to read Pashto and Farsi/Dari."

Explaination: Panjshir is a valley and has only one road that goes till the end of Panjshir, and it is called the road of main valley. The main Valley, the read line in the centre has dozens of other valleys attached to it. It works like a tree roots.
As you see in the map the governor office is in the main road valley and the Taliban are there. The other valleys are still untouched, and Resistance Forces are fighting from there. Taliban until now did not capture anything except an empty office and a road.
If the Taliban wants to capture Panjshir, they should fight dozens time more to capture each other valleys. Otherwise, USSR came to this road and some other valleys 9 times in 9 years, and each time they got nothing and left.
