Because you demanded it, an update: Got to his third phase three times last night (after never getting there), but got too frantic and got owned by lightning.
Recognizing his "tell" when he's doing a move you can counter was the way out of my rut.
Definitely evolved from "this is impossible" to "oh, I know how to win if I don't panic" yesterday, so thanks for the replies - that helped!
Like a lot of amateur From Software players, I find the Dragonrot thing pretty annoying, but I'll just let it build up and cure it when I finally win.
My strategy last night: Constantly be attacking, counter some thrusts and heal during others (he seems to take a few seconds to recover, too), lots of Whirlwind Slash as a mid-air combat art. ie, I jump on him, start the attack on way down, do posture damage.
I'm not gaming as much as I did during the worst of the pandemic, bc there's, you know, stuff to do now. But I really like this for the same reason I (to my surprise) like playing golf. It's fun to play the same course/game as other people and compare notes.
If you follow me for non-game reasons, here is someone much much better at the game playing this boss.

The recall got absolutely bodied in LA. You could drive for two hours and not hit a "yes" precinct, especially if you avoid Beverly Hills.
