(1) Eliminate ‘dual sovereignty’. No powers are to be granted to the Central government. Specific powers are to be delegated ONLY.
(2) In this, create a Defined and Unmistakable Federal government whose purpose is clear and strict.
(3) Mandate a solitary 6 year term for the President; give the President a line item veto; require a mere majority vote in Congress for fiscal spending initiated by the President, but a 2/3’s majority if initiated by Congress.
(4) Place Constitutional amendment conventions entirely in the hands of the States. The Central government has NO role save the mandate to issue a call for a convention when 40% of States have already proposed amendments, or passed a COS Resolution.
This mirrors some of the major changes outlined in the Constitution of the Confederate States. These were what they got right when altering government, and avoids what they got wrong. All are possible through a COS, avoids dissolution and war, and retains functioning States.
