The P.V. Narasimha Rao Govt constituted a committee in July 1993 in the aftermath of the March 1993 Bombay Bomb Blasts chaired by the then Home Secretary Shri N.N. Vohra to take stock of all info about Crime Syndicates & Mafia Organisations 1/n

…who had linkages with and protected by Govt functionaries and Politicians. The other members of the Committee were Secy- RAW, Dir-IB, Dir-CBI and Senior Secys of MHA & Revenue. The VC submitted its report to GoI on Oct 5, 1993 : 28 years ago!
The VC had inputs from MHA ..2/n

..which in turn had inputs from IB, apart from reports from Intelligence & Investigation agencies on activities and linkages of Dawood Ibrahim gang and other Underworld syndicates. The 11 page document available in public domain can be read here:

VR highlights the deep-rooted nexus between Underworld & politicians, bureaucrats, police, Businessmen and Film World. It called this nexus as a “Criminal Parallel Government”. It stated that even judiciary was not spared of this nexus. It spoke about the “Pressures” exerted 4/n

on the field officers of investigative agencies & lack of protection. It spoke about the enormous impact of this sinister nexus on “National Security” because of the compromised people in power & authority and jeopardy of the safety of life and property of the common man. 5/n

It covered narco-terror, smuggling of Weapons, and other illegal items, drug trafficking, prostitution, hawala into real estate, film financing, election funding, gambling etc. Some of these Syndicates also have international linkages, including Foreign Intelligence Agencies. 6/n

Critically - Coastal and Border states were the most impacted. The VR recommended formation of a Nodal Cell under MHA to act upon info received from multiple agencies on this parallel nexus. There were 3 copies- one with HM, one with MoS-Internal Security (Rajesh Pilot) & 3rd 7/n

With Mr. NN Vohra himself. The Report wasn’t tabled until the public furore created by the Naina Sahni Murder Case in 1995. The Report tabled in Parliament was just 11 pages whereas the Minister of Parliamentary Affairs had mentioned that the actual report was over 100 pages 8/n

The Main info of the Report is not in the 11 pages which are in public domain but in the background papers, meeting notes and annexures to the VR. In 1996, Outlook Magazine put out an explosive article: outlookindia.com/magazine/story…

The Vohra Committee which detailed the names of the politicians involved in the Underworld Nexus from Maharashtra & Gujarat: Sharad Pawar - Dawood links, and of other political leaders with other Underworld syndicates are mentioned in the attached pic from Outlook Article. 10/n

The MHA report further said that Mool Chand Shah (Choksi) - a hawala racketeer also involved in Jain Hawala Case 1993 & close to Dawood Gang - had transferred Rs. 72 crore to Pawar between 1979 and 1993. On behalf of CM Maha Pappu Kalyani handed over Rs. 20 crore to Choksi 11/n

For transferring abroad apart from another Rs. 50 crore amount. Choksi delivered an amount of Rs. 10 crore (from the Middle East) to Pawar’s Nephew in Oct 1992. Shah was arrested under Tada in 1993. Other names mentioned include Ahmed Patel, Congress secretary, Arun Nehru ..12/n

Several attempts were made by PILs & RTIs over the years to get the undisclosed pages / supporting documents / annexures of the VR for all names to come out in front of the public. In 1997 a PIL was filed in SC by MP @DinTri but access denied. In 2017, ex CIC @shaileshgan 13/n

filed an RTI with HMO but was no told there were no annexures / note sheets or supporting documents on record. In 2020, Adv @AshwiniUpadhyay filed a PIL - which was dismissed again with the Court asking him to approach Law Commission for issuing directives in this regard 14/n

Today on the 28th anniversary of the submission of the #VohraReport , we the citizens of this country would like to hold the Legislature, Judiciary and Executive accountable to us and demand unequivocally that the entire #VohraReport be declassified and action taken against 15/n

The Jaichands of the Country who are in positions of power and authority and in uniform and who continue to make a mockery of our Democracy. The report is as Crucial today as it was 28 years ago, simply because NOTHING HAS CHANGED! Pls Support this citizen’s movement - JAI HIND!
