🇺🇳 THREAD: Bias at the highest level of @UN with staff taking rebels’ side in #Ethiopia.

A summary of the bias going straight to the top, inc. @DrTedros of @WHO.
No blanket accusations. The UN is not homogeneous.

Structure (for purpose of thread) is 2-pronged:
➡️ local/in-country staff (on the ground)
➡️ int’l staff (abroad).

e.g. You may see @UNOCHA (referring to int’l staff) & @OCHA_Ethiopia (for in-country staff).

MANUFACTURED FIGURES:

Ran by @WHO (“partnered” with Ethio gov’t), Health Clusters generate data on those in need of humanitarian help & strategise on how to reach them.

⏱ Jan 2021: The sub-national #Tigray Cluster (w/ expert support) estimate 2.8mil people in need.

The country team submits estimate (based on @OCHA_Ethiopia data & globally approved methodology).

⏱ April 2021: Global Health Cluster coordinator Emma Fitzpatrick (int’l staff) sends figure back as 3.8mil (🚩+1mil) with no explanation.

Despite resistance from in-country team, 3.8mil published in @UNOCHA bulletin as final.

In-country staff reported Emma had actually said that her mission was to elevate #Tigray crisis to Level 3.

🚨IASC Level 3 declared 28-Apr-2021. This means system-wide mobilisation.

A “L3 Response is activated when a humanitarian situation suddenly and significantly changes.”

➡️ That means Emma succeeded in her “mission”. More money, more staff and (most importantly) more global/political attention.

Around this time, reports emerge from @UN staff saying @DrTedros (@WHO Head) personally handpicked Cluster Coordinators & #Tigray Incident Managers.

⚠️ For reference, Tedros Adhanom was a #TPLF central committee member (also Minister of Health & Defence during their regime).

E.G.#Tigray Incident Manager Andrew (surname?) held a celebration for the TPLF after the ENDF withdrew from #Mekelle in June.

Both in-country & int’l staff reported amazement at his open support. Not surprising… the career-climbers were keen to impress the big boss, Tedros.
Recent leaked audio of @UN staff even revealed regional Emergency Coordinators made to report directly to Directors @ HQ (as part of “scale-up protocol”).

Unprecedented move to go over the heads of in-country coordinators.

💬 But why? Easy - a direct line with @DrTedros
A familiar name also pops up (again) in the leaked audio. Kwesi Sansculotte-Greenidge, UN staffer & ardent TPLF supporter.

Hint, it involves TPLF General Tsadkan Gebretensae, Alex de Waal & Rashid Abdi.
UN staffers indicate the only way to survive at this point is “to be a Kwesi”.
Meaning:

✅ DO run with the Tedros faction

⛔️ DO NOT question countless lies

⛔️ DO NOT criticise TPLF axis

✅ DO destabilise a sovereign African nation

And if you’re not a Kwesi, you better 🤐

⏱ Jan 2021: At same time as cluster data on hum’n needs, @IOMEthiopia set displaced at just <1mil.

🚩 This number suddenly more than doubles to 2mil (with no justification).
⏱ Jun 2021: Cholera vaccination campaign to target the 1mil+ IDPs. Vaccinators find nowhere near that many IDPs & resort to vaccinating people in their homes.

⏱ Jul-Sep 2021: @FAO report that ~400k acutely food insecure (IPC 5 i.e. famine).

When @FAO staff asked how data produced, 1 IPC staffer in entire #Ethiopia had gone to Mekelle & Axum to sample “most affected” areas.
They teach how to take a representative sample in 7th grade…
Clue: it’s not by looking at the worst areas.

🚨 IPC Ethiopia staffer later admits the data was cooked by “bosses in Rome”.

Turns out the project is supervised from Rome by none other than:

Shukri Ahmed, Ethiopian-born @FAO Senior Economist / Deputy-Director of Emergencies Div… And a long-time outspoken supporter of #TPLF.

Appears he was demoted by new FAO Dir-Gen after TPLF left office.
