Former Comelec Commissioner Luie Guia on substitution of poll candidates: When you look at the law, it says substitution—for whatever season, including withdrawal—can be done until midday of election day.

Former Comelec Commissioner Guia: It's only Comelec that sort of advanced yung deadline sa Nov. 15 to make sure that the names of all candidates are finalized in time for the printing of the ballot.

Former Comelec Commissioner Guia: May konteksto yung ating Omnibus Election Code na ina-apply. Probably, you know, politics is a practical matter, so politicians will take advantage of the gaps in the law siguro.

Former Commissioner Guia: Merong provision ang ating electoral laws na nagsasabi na the candidates that first submitted their COCs as nominees of political parties ay pwedeng palitan ng nominated from the same party.

Former Commissioner Guia: When you say you're filing a COC and you really don't have intention to run, my position is that you're in danger of having your COC canceled as a nuisance candidacy.

Former Commissioner Guia: Kapag wala kang pinakitang totoong intention na ituloy-tuloy ang pagtakbo mo, hindi ka bona fide candidate. Kahit ikaw ay magaling, kahit matino ang pag-iisip mo.
