Former Commissioner Guia: When you say you're filing a COC and you really don't have intention to run, my position is that you're in danger of having your COC canceled as a nuisance candidacy.
Former Commissioner Guia: Kapag wala kang pinakitang totoong intention na ituloy-tuloy ang pagtakbo mo, hindi ka bona fide candidate. Kahit ikaw ay magaling, kahit matino ang pag-iisip mo.
