• OCTA: Metro Manila winning vs. Delta
• Business groups call for downgrading of alert level
• Businesses worried about compliance with 13th month pay
Daily average of new COVID-19 cases in Metro Manila is 1,933.
OCTA fellow @iamguidodavid: This is the lowest 7-day average since July 31-August 6 — the week before ECQ.
OCTA fellow @iamguidodavid: Decrease of cases in Metro Manila is very fast, about 30%
OCTA fellow @iamguidodavid: Based on OCTA's monitoring, we think Metro Manila's alert level can be lowered to Alert Level 3 or 2. We see that NCR is at moderate risk.
OCTA fellow @iamguidodavid: Metro Manila could be at low risk by November
OCTA fellow @iamguidodavid: Overall healthcare utilization rate in Metro Manila is 49% which is low. We understand the concerns of healthcare workers, but at some point we have to strike the balance.
OCTA fellow @iamguidodavid: We think we're at the tail-end of the Delta surge
OCTA fellow @iamguidodavid: We need to be vaccinating 12-17 year olds if we plan to reopen face-to-face classes
OCTA fellow @iamguidodavid: Some vaccines' efficacy wane after 6-8 months. It's very important for us to consider booster shots, especially for those who got vaccinated early.
OCTA fellow @iamguidodavid: We're not seeing any red flags at the moment. I'm optimistic it's going to be a good Christmas.
Business groups call for downgrading of alert level.
Presidential Adviser for Entrepreneurship Sec. @joeyconofficial: The last quarter is just three months. It's not a long period. But it's the quarter where people can live or die based on their businesses.
Sec. @joeyconofficial: We have to allow more businesses to open, like cinemas, spas, and derma clinics. If we can't jump on this train, we can't cross over to 2022 and many people will be affected.
Sec. @joeyconofficial: We have a strategy — open up for the vaccinated only. That's a trend all over the world. Clearly, NCR is ready for that with about 80% of the population already vaccinated.
He adds NCR can be lowered to Alert Level 2 by November.
Sec. @joeyconofficial: The 4th quarter is make or break. It's Christmas. You want every Filipino to move to 2022 with a lot of hope. If they don't have confidence, the 1st quarter of next year will be bloody, poverty will worsen.
Sec. @joeyconofficial: I told gov't officials to please consider Alert Level 2 in Metro Manila by Oct. 16. Or if they want Alert Level 3, allow capacity to be at 50% and open up other businesses like cinemas and spas.
Businesses worried about compliance with 13th month pay.
Sec. @joeyconofficial: Realistically, it's going to be very challenging given the lockdowns. There's some hope if we open up this last quarter. It gives them a better chance to fulfill 13th month pay, which is mandatory.
Sec. @joeyconofficial on 13th month pay: There must be some support from the government's part because the lockdowns aren't the choice of businesses
