First testifier interested in sharing ideas about homelessness, and supports a plan that has shelters for different populations, not 1 mass shelter. #ANCgov
Yarrow speaks in support of housing, services, and having small shelters. She asks for an amendment to limit capacity of any shelter to 200 or less.
Roger Branson states the Houseless Resource Advocacy Council also formally supports this plan. #ANCgov
The next testifier shares alarm about Mayor Bronson's comments last week to a business event about forcibly moving people out of camps. Says it feels disingenuous for his administration to endorse the plan and then say this. Asks for more urgency, it's getting colder. #ANCgov

Amendments: Zaletel moves language to clearly tie the exit strategy to COVID 19. Passes, only Allard against.
Another one: removes the locations specified, to avoid the impression that sites have been e selected. Administration approves this. #ANCgov
Kennedy points out a true statement, the engineering report names those sites. Why take it out?
Zaletel responds the public has been confused by naming them, as they were just studied.
Kennedy wants transparency, with unclear motives given that the Admin already agrees. #ANCgov
Constant has an amendment to not only list those sites in a memo, but also other locations to be considered. More comprehensive and does not imply approval. #ANCgov
Allard seems to be looking for reasons to oppose this, even if she's getting out of step with her allies. Does she not agree with the process? Did she want the mass shelter? Or is she just being disagreeable? All of the above? #ANCgov

Bronson and the administration have been very quiet. Maybe because only one of the 3 on their team is left, and they haven't been part of the 500 hours of negotiation mentioned in the resolution. And because they aren't trying to stop this from passing. #ANCgov
Dunbar asks whether the engineering study looked at distributed sites, not just a mass shelter. Zaletel confirms that is true. He speaks to the ongoing process, and will oppose a large shelter. #ANCgov
Rivera also thanks the team for the process. He asks who will be participating in the negotiation? Baker states they are figuring it out, will have a full team, will stay true to the work to date and agreements made. #ANCgov
Constant reiterates the importance of staying true to the agreements, things can fall apart. And need to act, but "have to go slow to go fast."
