COP26 President Alok Sharma cites three outstanding issues that the Glasgow outcome aims to solve:

several parties want to make interventions, but Mr Sharma asks them to hold it; "I think the time for the general statements are over. and I say that very respectfully." But Guinea is speaking now.
Guinea, speaking on behalf of G77 and China, says lots of discussions on article 6.2 share of proceeds for adaptation fund, and hopes their concerns are reflected

Expresses "extreme disappointment" with par 73/74 on loss and damage -- but said in the spirit of compromise, can live with this paragraph, in the understanding that it does not reflect the final outcome for loss and damage
China making an intervention now, saying China is willing to spare no effort to move in same direction, build convergence. It wants to offer a few constructive points: first, maintain balance. China says the new text is improved over prev versions.
2, focus on key pts. China says no intention to open text again, but minor amendments needed, eg par 22 in CMA, par 36 (certain expressions can follow US-China joint declaration in Glasgow and G20), 3: meet halfway.
Tanzania says things missing in the text, citing extreme impacts on developing countries that cause death, loss and damage, says need for early warning systems and systematic observations to take early action and reduce loss of lives.
India now. "Consensus remains elusive". (uh oh)
"Fossil fuels have enabled parts of the world to attain high levels of wealth," says India. Says developing countries have a right to their fair share of global carbon budget and that developing countries are "entitled to the responsible use of fossil fuels".
India is not happy with the line on coal and fossil fuels. (despite the fact that the text had ballooned with lots of caveats over the three iterations)
India says the cover text should not introduce extraneous requirements not in the Paris Agreement , in ref to addition of revisting NDCs every year (instead of 5 years in PA) (@mel_yseali)
EU says after listening to interventions, there's risk of stumbling just before the finishing line.
Uses moral argument, ask people in room to think about a person who will be alive in 2030 and having to deal with climate impacts. "For heaven's sake, don't kill this moment by asking for different texts, deleting this and that, ..
"... every single country in this room was (heard) by the presidency over the last couple of months. and it is my firm belief that the text that is on the table now reflects perfectly well this respect, shown by the presidency.
"...and at the same time allows us to act with the urgency that is essential for our survival. So I please implore you, Please embrace this text so that we can bring hope to the hearts of our children or children that waiting for us. they will not forgive us if we fail them today

S Africa says no intention to reopen the text, but wants to raise one issue arnd Par 36 on CMA cover text; agrees with China and India, find workable solution on that issue. No one size fits all. (this par is the coal/ fossil fuels one)
Tuvalu says Glasgow delivered message of hope and ambition. "what is left now, is for us to deliver on that promise" says Tuvalu. "there is no politics in climate change", urge leaders not to make decisions based on whether that will help them get reelected in their domestic elex

Antigua and Barbuda, on behalf of @AOSISChair, says some AOSIS members travelled 5 days to get to Glasgow from their homes on the frontlines of climate change. Cites missing loss and damage provisions in cover text, but AOSIS leads with spirit of compromise
Fiji spoke, and now Marshall Islands. Interventions from the small island states highlighting how climate change is truly an existential issue for them, but urging others to ensure that there is an outcome. "I am not willing to leave here with nothing"
Marshall Islands: "We cannot afford no progress. There is work to do on loss and damage... We know and commit to focusing on this over the year to find actual solutions, and we expect partners will go with us on that journey." But text does acknowledge urgency of plight
Citing 2022 review of climate pledges, ending of fossil fuel subsidies and coal, doubling adaptation -- this cannot go unacknowledged. this impt for countries like mine which must trfm physical env in coming years to survivel climate change -- marshall islands
Gabon: Cites Article 6.2 and 6.4 discrepancy of share of proceeds will result in "leakage"; meaning if no levy in 6.2, nations will opt to buy credits from the mechanism that does not charge a tax. (lots of jargon but mentioned in this piece:)

Bolivia notes lack of finance from developed to developing countries. We fought to keep 1.5 deg C implementation w finance, loss and damage, he says, but no mood among developed countries to address their historical responsibilities they must pay to developing world.
But again another conciliatory note, saying even if this is not addressed in this COP, he expects developed countries to come on board at future meetings.
Peru, speaking on behalf of a number of Latin countries, saying they support the text as is.
Australia, aka @CANIntl's Fossil of the Day, saying it will double its climate finance to contribute to 100b goal; and that it has heard the loss and damage calls. Australia says it can accept the text.
Grenada says still got issues in text, but must move forward, cannot resolve everything here and now.
US: "If it's a good negotiation, all the parties are uncomfortable. And this has been I think a good negotiation. "
US: " I want to affirm to those of you who have been concerned that we look forward to participating constructively and the dialogue on loss and damage and contribute to its success."
Maldives: accepts incremental progress made in Glasgow, but this not in line with urgency of climate crisis. What is acceptable to other countries will not help the Maldives in time."While we accept outcomes, pls do us the courtesy to acknowledge that it does not bring hope to us

Brazil: Article 6 will provide not only way to facilitate parties implementations of NDCs through the use of (credits) but also allow for a new channel for international finance to flow to developing countries mitigation efforts

China and India wants to water down fossil fuel and coal mention, from phase out to phase down. Other countries expressing their disappointments.
Countries like Fiji and Marshall Islands expressing their regret at the last minute changes when they were willing to compromise at stock take to come to an outcome
But Glasgow climate pact is adopted #cop26 time to get the Paris agreement off its training wheels

I wondered why Singapore was not among signatories when I wrote the first story on Nov 2 at #cop26. Posed this question to the authorities, and glad to see Singapore doing so now. More in this story:

Let’s be clear that this is merely symbolic. As other experts have pointed out, there is no embedded mechanism for accountability. Countries can interpret this in any way they want. But in my opinion, pledges like this give citizens the ability to hold their leaders to their word

Egypt will host #cop27
Egyptian Minister of Environment Yasmine Fouad says at #cop26 that COP27 will be an African COP. “We hope that we can make a breakthrough on priority areas… such as climate finance, adaptation, loss and damage to go along with the progress on mitigation efforts…”

What does the latest @IPCC_CH means for Singapore?

TL;DR? The report examines how global climate will change w the amt of heat-trapping emissions in the atmosphere. But diff places experience impacts differently.
Singapore is keeping an eye out for a # of indicators that affect lives and infra here.

1) HEAT. We all know it’s alr hot; and warming here (1.8 deg C) is alr higher than global average (1.1 deg C) coz of urbanisation. And the @MetServiceSG says it’s likely to get worse.
Of course, we’re trying a few things to mitigate this; like planting trees everywhere and trying cool paint on some public housing blocks.
