As Dr. Howlett @howlettm asserts, when we talk about policy mixes, we are actually discussing POLICY INSTRUMENT MIXES, that is, bundles of instruments and how they interact with each other. There are 3 generations of literature (he works more on the last generation).

I literally feel like when I was preparing for my doctoral comprehensive exams. I had to review the entire body of works on policy instruments' typologies (and yes of course I read @howlettm 's extensive work on this topic, particularly substantive policy instruments).
