Dame Cressida Dick saying she cannot investigate "claims" of an illegal gathering at No.10 as she has not received a complaint.

But she has received a confession - in the HoC @BorisJohnson said "all rules were followed" - so we know that a party did take place.

And therefore, under the same rules, all who were there should face fines.
