Hi All - the last @ArizonaIRC public hearings about to start in Maryvale and Tucson. I will be looking to see if the liars and cheats associated w/ @SALCLeaders will double down and be out in force - or do they step back after having their lies exposed?
In Maryvale, how many speakers will note if they are "paid" or not - after @ErikaNeuberg's tone deaf statement yesterday?
As an aside - busses may have been used in some communities to attend hearings because hearings were held in unaccessible locations -
off of public transportation routes. I wonder if that constitutes "being paid".
Ok - ready. @ArizonaIRC - Chair @ErikaNeuberg, deceitful Commissioner Mehl, and Vice Chair Watchman in Tucson; Commissioner Lerner in Maryvale.
First speakers being called
Ana Clark - Oro Valley - Supports LD 10.0 - creates a check and balance on Tucson - it this a constitutional criteria?
John Maynard - looks like the supporters of the fraudulently proposed @SALCLeaders maps are doubling down. Gonna be a long day.
Alison - "troubling information about LD 17" - drawn by Rep. Vince Leach - if every map was treated equally - this would be less troubling. Not the case. The @SALCLeaders map was put on a fast track.

Troubling "ripple effects" Asks for rejection of LD 17
"cronyism. back room deals have created a stench"
The deceitful Commission Mehl asks participants to not respond with applause.
Speaker asks for competitive districts. "Think of asking multiple communities of interest to work together." "Make things fair. Gerrymandering of LD 17 is splitting Santa Cruz county."
Mary - a businesswoman - lives in Cat Foothills - objects to LD 17 - does not meet constitutional criteria - compactness, COI, geo, or competitive. And partisan intent. Political party is not a COI> Should not be permitted.
Payton Davies - Oro Valley - golfs in Saddlebrooke and SB Ranch - leads Parkinson's support groups; doesn't think LD 17 is so terribly gerrymandered - Likes CD maps mostly as well.

Susan Bickel - 4th Gen Native - revelation of actions of sitting Legislator have tarnished previously respected community leaders - 3 members or @ArizonaIRC are complicit. Strongly encourages these maps be rejected.

Helen Boyd - disappointed that you seem to have ent over backward to protect Republicans in Pima County - map 10.0 creates a rep majority in Pima - Green Valley, Quail Creek and Sahuarita belong together - LD 0055 a better choice
Shelly - Chair of GOP PIMA - says there are lies, damn lies and political lies - yes she is wearing red. You were selected by elected. Meetings in Tucson have showed discontent with maps created ten years ago
and have stopped the flow of speakers of tribal leaders, supervisors etc. (She IS RIGHT about that)
Next Speaker - Quail Creek, Sahuarita and Green Valley - should be united - Map 10.0 is flawed -- consider map LD 0055
John Murphy LD map 0055 -- I-19 corridor - Quail Creek, Sahuarita and Green Valley all connected by the Interstate -
Bonnie Hiedler - lives near Tanque Verde - would be part of proposed LD 17 - problem w/ LD 17 constructed w/selected Republican communities - does not represent COI - and designed by Republicans for Republicans

Next Speaker -- road improvements give lie to Tucson access for
Your work is disgraceful Image
Back to Maryvale - Micheal - previously spoke on behalf of Min-ma districts - on CD 1 - n of 101 is different than S of 101 - create a central Phx district - clearly some level of favoritism towards on party - maps should be fair and more competitive

Maria Hidalgo - recently moved here - heard @ArizonaIRC was the "gold standard" - my hopes were dashed by LD 17 and map 10.0 - learned that created by political influences 0 You were not created for this - I am exhausted by the nonsense Image
brought to the state from representatives elected from non-competitive districts
Lawrence Wagoner - Tucson returnees - Proposed LD 17 unacceptable; and cause for concern about the entire process. Concern that @ErikaNeuberg says she supports a Safe Rep district in Pima 0 Taints the entire process and the district. Reject this map. Start w/ 9.0
Hyanth - Tucson - opposed LD 17 in gerrymandered Rep district - @ArizonaIRC confuses competitiveness w/ an equal number of safe districts - no real competitive districts are in Tucson
Linda - Broadway - Broadmoor Estates - LD 21 - contradicts compact, geo standards - connects downtown Tucson w/ Nogales - calls to revisit LD 9.0 - share concerns about LD 17 Image
Mike - also live in Broadway - Broadmoor Estates - adding my voice to the calls and concerns of LD 17 - start back w// 9.0 - my neighborhood is impacted my neighborhood - we are a central Tucson neighborhood - separated in 3 LD BECAUSE of LD 17
Next speaker - I support 10.0 and LD 17 -- I am natuarlized canadian, my wife Chile Image
Larry Bodine says his COI is Am. Democracy and level of corruption in @ArizonaIRC - as you are giving out personal favors I request that you reject LD 17 and create fair districts - LD 17 designed to extend one-party rule - my ancestors fought in every Am war - adopt their spirit
Tucson resident - 40% dem; 31 Ind' 19% rep (?) - 10.0 creates a different and disturbing picture -- @ArizonaIRC is supposed to be non-partisan - you have stated that the intent is to create a partisan district . - Look at 9.0
Karen W - As currently drawn the maps create 3 safe dem seats and 3 safe rep seats - the consequence of a republican legislator to create a safe seat - LD 17 - LD 18 - ask to use 0065 - Image
Diane C - Cat Foothills - LD in Pima county have been pinwheeled into six safe districts - a ripple effect of LD 17 created for explicit partisan purposes - Fix LD 17 by starting with map 9.00 Image
Leslie S - Concerns about map 10.0 - gerrymandered - Tucson Estates and T'Ohono Odom Nation; marginalizes these voters - LD 0055 map Image
Phil Beard - Tucson - likes map 10.0 and CD 0063 Image
next two Speakers - Marana - would live in proposed CD 6 and LD 17 - objects - for all the reasons that have been stated over and over -- each district on its own merit needs to be fair...
Barbara Tellman - Bogus nature justifies LD 17 - in contrast you ignored true COI - submitting list
Author of 0055 - very limited purpose - to unite real COI - LD 16 - includes a section within an easy bike ride of City Hall - but would be represented by someone from Buckeye Image
Next Speaker a Republican asking for 10.0 and LD 17 - appreciates call from Mayor Romero to keep Tucson/Tucson and grouped together Image
Kudos to @ErikaNeuberg for 100% participation
Speaker takes seriously the call to participate in AM democracy - comp. districts are a cornerstone - Asks that @ArizonaIRC abide by guidelines which have been violated in creating 10.0
No one can argue Am Democracy is threatened
TJ Jones - government/technology guide - competitive districts are important - Mispronounces Casa Adobes, Marana and others - fair I've misspelled them for months...
Frank Bergen - we look west and have no connection w/NW - Absolute necessity for as many competitive districts - Man who appointed Com. .Mehl that he deplores comp. districts beca. it makes his job more difficult - his job is supposed to be difficult
Joanne A - Foothills - loves SW outdoor life - Prop 106 promised fair and competitive districts - no where does it talk about safe districts for one party of the other - LD 17 is wrong - threatens the health of our democracy -
Betty H - Tucson is our coi - at least as indicated by traffic - common will to get along with one another - Map 9.0 does a better job - and makes LD 20 slightly more comp - also LD map 0055 Image
Robert - Cat Foothills -0 names boundaries of his ideal district -- which exists very closely to what is in map 9.0 -- in Map 10.0 raises lots of concerns and I share them - return to map 9.0 - it is superior in compactness and competitiveness - please reconsider
Ken Faulkner -- Does not like previous districts - likes that he could have "better" representation with new districts
call out to @ArizonaIRC staff - Valerie Neumann and Alex Pena
0052 and 0059 have been submitted - for 20 of 40 years we have voted w/ Cochise - mentions Dr. Handley RPV - case closed! Image
Jim Z - Proposed LD 18 - many concerned being connected w/ Marana and Vail - not our COI - Image
Betts P-H - did you all volunteer for the same job? @ArizonaIRC was created to stop gerrymandering - disgraced Commissioner Mehl and complicit Chair @ErikaNeuberg created a debacle by intentionally and purposely accepting @RealPimaGOP calls fro Mehl resignation
and replacement of @ErikaNeuberg

For hte record - i do not know Betts - but I agree with every word she just spoke. I n case you were wondering....
Catalina H - is there anything I could say that would make you changes map 10.0 - a business group and a county party are not COI - there goal is political ... I-11 is opposed by conservationist - let this commission be remembered by creating fair maps and protecting real COI
Shelly - non-partisan work for 20 years - LD 17 is the definition of gerrymandering - disregards REQUIREMENTS, not guidelines... no COI, other than not wanting to be part of Tucson -- not competitive - purely political
Kat S - disabled mom of two - 12 yo son deserving of ice cream - and trans - - ten years from now he will have voted in at least one election - his reaction to knowing that one side is happy; one side unhappy - gerrymandering was easy to explain
Coded language harder to explain.
Bruce Berg - Broadway and ? in Central Tucson - current LD 10 - and served on two reapportionment committees for Tucson - map for the benefit of voters and the communities they are composed of - map 10.0 puts me in LD 21 - which is mostly rural - Map 9.0
makes more sense
Marlene V - Tucson foothills - your work is not done - many problems w/ 10.0 - prob. w/ LD 17; agree w many spkrs and lack of compactness and competitiveness - throughout the state -
Lyn - Pima Co - LD 17 -- can'tolease everyone -0 but you must address where you have violated the law - start with those - Process - you have a lot to do -- process isn't over - reboot - won't be successful unless three conditions are met
Priya - Concenrn about dilution of minority voting power on S AZ - open to court challenges - LD 18 and LD 20 are overpopulated vs. LD 17 !!! Pop Deviation should be used only to protect minority voters - not disadvantage them. Promote voting power of minority communities.
Gene F - Cat Foothills - Opposed LD 17 previously - failings run counter to purpose of @ArizonaIRC - LD 17 district expands the power of the majority party - that is not the purpose of the commission
Lucy M - retired educator - LD 17 and map 10.0 concerns - remove politicians from the process of creating their own political boundaries - LD 17 FAILS - see Rp. Leach - erodes the credibility of the AIRC - integrity of AIRC is at stake
Tom - former AZ Legislator - works w/ GIS and a planner - you have made your job harder - Map 10. would seem to violate the principles of Prop 106 -- gerrymandering is not just the boundaries - but the intent - there is evidence
unless you want to extend your work months haggling in court
@ErikaNeuberg skas she is confused about what is partisan - She asked a question
Itt was an explicitly partisan argument -- and also one was presented in the open process the other was manipulation of the process - Image
does she really not see the difference?

She is either willfully ignorant or a simple fool.
Next speaker - protect rural voices
Next speaker - coi
Now on the the "Raging Grannies" - shame on Com. Mehl, Anna Clark and @ErikaNeuberg
LeRoy - back to the red shirts - LD 17 - why don't they like it? It is Republican -Our team is playing the game -- is this helpful?
balance is critical to us here -- and it takes the power out of Phx.
Cathy D - proposed LD 18 - our interests in midtown will not be well represented.. LD 0073 ImageImage
Katie from Tucson - LD 16 and LD 17 -- neither compact - Tucson Estates connected to Buckeye -Look at LD 0055 Image
5 minute break
Dana - Marana - retired Lt Col! West Point Grad! Veteran Advocate -- - impressive credentials--- asks for LD 17 9.0 :: this AIRC seems not be be independent - heavily gerrymandered - lawmakers are here for us - not for their political futures. Please reconsider
Rob McC- Casa Adobes - active in Dem - we played by the rules - Little in common w/ proposed LDs -- Mehl cuts off Image
Proud Democrat - having an ID crisis after listening to some of the comments today - horse near me - does that make me rural? I live close to Tucson - never realized I was lucky to escape the "hellhole"
Was not surprised to learn that Rep Leach was involved - was surprised to learn that you KNOWINGLY fast tracked it. Go back to 9.0

Ted B - Map 9.0 superior to map 10.0 - motives of 10.0 made hash of midtown communities. And competitiveness is the reason for this
Gary O - Red shirt supporting 10.0 and LD 17 - 2 assaults in the last month - Tucson police department was responsive - but they are hampered by city council - we have lost the safety --

does he realize how inept this argument is?
Galen P =- So AZ, ret. teacher now a Realtor - people who live in suburbia did not want to be part of the city

Getting cranky -- these are political boundaries - no one will have to move - police matters are city matters - maybe sheriff -- none of those issues are affected by
representation at the state capitol or in Congress.

OK -- that is off my chest .
Saddlebrooke GOP club is speaking up for map 10.0 and LD 17 -- do they think this is effective and valuable input at this point. Good grief.
Marana resident - I was envied because I lived in a competitive district. Map 10.0 does not do that. Rep Leach will not even meet with me
Next speaker #100 for the day - CD 0061 - CD 0063 - if you have to have maj-min districts then can't have as many competitive districts Image
LD 17 proposed - but to address getting feedback from partisan actors -- has to be held to higher scrutiny -- because they are looking to protect their own interest - LD 17 interstate's was too partisan an effort
Next speaker - supports CD 0063 and asks to move Sahuarita into different district -
Judith K - Casa Adobes - Marana and Cat Foothills - local school cut into 3 districts - proposed LD 17 excludes COII, is not compact, Has been gerrymandered - disheartened that AIRC seems intent of creating safe districts
Sherelyn - supports LD draft map 10.0 - doesn't like current district - no representation for outskirts - our interests are subjugated to city interests...
CD 7.1 CD 0063 has a lot of support
James S - Saddlebrooke Ranch - Concern about CD 6 -- creates tension between urban and rural --- missed what he was supporting - Take Tucson out of proposed CD 6 Image
Sierra - concerned re: proposed CD 6 - Casa Grande does not belong in district w/ Tucson - more connected to Phx -
And LD 17 concerns -- divided by S. Catalina Mountains - act in the best interest of the most Arizonans possible
Brett A - lives in Casas Adobes - deeply concerned about LD 17 -- an egregious example of gerrymandering - uses national forest to glue together to disparate areas - go back to 9.0 Image
Angie - thanks @ErikaNeuberg for being "steadfast" - supports map 10.0 that maximizes my voice in Phx - requests balance - LD 19 is perfect for Green Valley - we have nothin got common w/ Native Am and others -
Next: thanks @ErikaNeuberg for unwavering commitment to attend all hearings -- so are we calling out Commissioner York who obviously does not share that "unwavering commitment"
And I realize he can not review transcripts
because it takes the @ArizonaIRC weeks to produce them. But I guess it doesn't matter because it is clear he knows exactly what he was chosen to do.

One speaker says yes to map 10.0
Next speaker draws concern w/ LD17 - asks for 9.0 - there is red light telling you something is wrong here.

Green Valley has grown up - have not had representation in my area -- I wonder if @ErikaNeuberg thinks this is meaningful public input.
Chris - Letter also signed by my neighbors - our ties are to Tucson - LD 16 - goes to Buckeye! a Phx suburb -- cuts us off -- strongly object to this district Image
Shanna - Tucson has been home for 50 years -- desert is my happy place - rental Tucson business - don't give Foothills up - My community of Tucson is being cut up to support another community -- created map w/ 2 safe rep disticts
Max - School Board member - city? County? Letter 10/22 asking for school districts be kept whole and if split, split where we suggest.
Nathan D - Live in Casa Adobe and business in Cat Foothills - we are not islands -- a larger southern AZ community - on competitiveness - map 10.0 would create districts where 90% of voters would always vote in a safe legislature
LD 17 and ld 18 One is as much Dem and the other is Rep -
Judith lives in Green Valley -unincorporated area - we depend on Sheriff services - all would like to be in CD 6 - Sahuarita, Green Valley - LD 19 will make us happy - finally
20 speakers left
Diane Priolo lives in Sahuarita - likes new proposed maps 10.0 - gives me a voice Image
James H - lives in Central Tucson - speaker is wrong - this is the THIRD AIRC - He is correct that under the current districts there is close parity in state legislature and Congress.
Dan H - Lives in Tucson - disregarding constitutional criteria to create partisan district - ignored competitiveness criteria - most new =ly registered voters are registering w/o party affiliation Image
Carissa - RE: LD 21 -- hope you can create districts that I would not have to cross 4 districts every day - live, work, go to schools - use polsy popper metric - Image
Ron De Souza - recent UA grad - 0051 and 0056 - map has many advantages -- indigenous communities should be kept together as much as possible; votes should not be diluted. also 0063 - and Tucson have its own district
Tucson unified schools district - LD 17 is clearly gerrymandered -- as a parent of four - I tell my children when you make a mistake - own it and start again -- that is my advice to you - when we have competitive districts we talk to each other.
The three conditions Priya was going to say:
1) Political shenanigans musty stop
2) focus on what is good for all Arizonas
3) Tone down the heat (this is so hard for me!)
LAST TEN Speakers
Barbara H - 41 yr Pima resident, recently retired, tracking AIRC - hoped for model behavior as a beacon to nation - LD 17 gerrymandered - disservice and demeans the political process. abide by AZ law
Marcy A - lived in Tucson since 1978 - retired teacher - live in competitive district - i feel that has made for more balanced representation - competitive districts encourage candidates to talk to all constituents
Steve - Spoke at Tucson Convention Speaker - battery dies last time - supports the Latino Coalition draft Cong CD 0073 - created by cohesive COI and areas of hight hispanic CVAP - creates two strong districts
Beth H -- questions - when you were drawing the maps dis you crate maps for each criteria and then overlay them? if not what was your process. Take a look to see what happens - Did you use a mathematical analysis to assess criteria?
Comments - Concern about ExDir was partisan operative and ind. nature of hte commission has been violated accepting maps from sitting legisator
Next: One trend that you are missing is it is trending blue from imports from CA, Washington other places because housing is cheap. The future is high taxes - we will be too poor to afford it - but we will love it -
Only way out is 0051 - LD 0056 -
Nancy M - lives in pIcture Rocks - LD 156 - Marana School District - we belong in LD 17 -- and separated from other Pinal county towns - Image
Cynthia Wallace - lives in downtown Tucson - map 10.0 is not competitive - can be fixed by rethinking districts around Tucson - many areas here seem to be gerrymandered -- Go back to 9.0 - amplify voice of indigenous people
Faith - T'ohono Odom Nation - support 0073 - creates two Maj-Min districts - and suggests other congressional districts that respect all voices - Latino Coalition for Fair Redistricting supported by many organization
Chair @ErikaNeuberg asks about overlap of interests between Latino and Indigenous community
Answer - we are live and work throughout the area -- we should have competitive districts - diversity = representation Image
Paul SS - LD 17 creates specific challenges - goes to integrity of the commission itself as well as the integrity of the district itself.
So the disgraced Commissioner Mehl is not going to resign. Thanks everyone for participating and says he looks forward to Monday morning and drawing "real" maps. Image
Image

Image
Do not stop tracking the work of @ArizonaIRC - they must make this right and remedy the process that created these deeply flawed districts and undermined the integrity of the commission and called the decency and honor of at three commissioners into question.
One last thing -- @BallardSpahrLLP and @SWLawNews the shenanigans of @SALCLeaders and @RealPimaGOP re: LD 17 and Map 10.0 have been known for weeks. The fact that this train continued forward to today is testament to a colossal professional failure and I woudl call it
If they are not able to instruct and guide the commission from crossing this solid line - what do they do? what are they there for?? Seriously -- their complicit observation will become a case study of failed redistricting efforts for decades to come..

The agenda is meaningless. If they have a plan
about how they are going to approach revisions it is known only to them. They have not discussed if they will start w/ Congress or w/ State; MarCo, South, North, VRA or some other process.
Stick around. We'll find out together.

This is a rehash in some degree of the actions of @ArizonaIRC Commissioner David Mehl, the chairwoman @ErikaNeuberg and the @SALCLeaders to KNOWINGLY and DECEITFULLY promote the purely partisan #TucsonGerrymander to benefit a sitting #AZGOP State Legislator, @VinceLeach
and in doing so undermine the integrity of the @ArizonaIRC itself.

Commissioner Mehl used his position of public trust on the @ArizonaIRC to advance a personal, partisan interest. That is the textbook definition of corruption.
That he attempted it in full-daylight makes it no less corrupt. The fact that he tried to hide it shows he knew it was corrupt. @ErikaNeuberg feigns confusion as to why this is fundamentally different from the @NNHRC1, the #LatinoCoalition or others submitting proposed districts.

Happy Sunday!
Today is a breather from the 5-plus hour hearing yesterday and the first day of @ArizonaIRC mapping "real" districts tomorrow starting at 9:00 am - Link to view:

Please note: Transcripts from @ArizonaIRC of recent hearings and upcoming mapping sessions will not be available until AFTER they have voted on final maps.
Just one more measure of how little they value transparency & public participation. And how much we DO! You're welcome!

Meeting with AZ Legislative leaders and @ArizonaIRC begins.
As the go through pro-forma beginnings - I will point out that any documents received from the AZ Legislature have not been made public. Nearly a year into operations they still act as if they have no official obligations of functional operations.
Minority Leaders Senator Rios, and Representative Reginald Bolding present. Majority Leader Speaker Bowers showing up at 1:00.

So. Very. Interesting. Once again, Commissioner Mehl is exposed as manipulating the @ArizonaIRC for partisan interests. Will it make any difference to how @ErikaNeuberg considers "fair and competitive."

azdem.org/caught-emails-…
It would not be inappropriate for Commissioner Mehl to resign. He's a cheat. And it is not so much that he cheats - it is that he feels free to cheat without consequence. There is "right" and there is "fair". Com. Mehl has demonstrated he can not be trusted to be either.
Tune in today for the @ArizonaIRC meeting at noon when the AIRC hears from the Arizona State Legislature on the proposed draft maps.
What a farce. In not a good or humorous way.
