Mics are live; meeting has not yet started.
Commissions discussing work arounds of the fabulous #TimmonsTool.
Chair @ErikaNeuberg addresses the fact that the Dec 4 meeting was not "captured live" for first 4 items and assures the public no votes were taken. Video is up on website -
Pro forma actions out of the way - on to comments on comments -
Com. Lerner - Thanks all for feedback - "almost overwhelming" - in a good way. Appreciates civil tone received from 99% of public.
Vice Chair Watchman - ditto - themes coming out of it - multiple channels including
Com Mehl - lots of comments - spent a lot of time reading it
Com York - thanks for trying to educate us on your needs
@ErikaNeuberg its been an honor and I've spent a lot of time
Addressing questions about the process - calls it ethical, transparent, honest - has completely confidence challenge has been embraced with the highest of ethics - says previous deliberative process was flawed in some ways
Please understand we have been thinking about these issues for months - sometimes we come to conclusions quickly
I have heard the cry for competitive districts - we understand and will commit tomato each and every district was competitive as possible - as long as
it does not significantly impair the other criteria...

No one region of the state deserves a competitive districts

She is confused - says she asked the former chairperson - you all worked so hard to increase the # of competitive seats
A: it is really tough....
Says they have received everything and it would be too cumbersome to invite all organizations to present to the five commissioners -

I am one vote of 5; reasons and merit of the argument will win the day " reach out to the commissioners" we will be available / accessible
Every district will be determined by THIS process - reach out to us in real time...

Did I miss the publishing of their IRC emails?
Onto Polarization data - @ndc_doug and mark w @timmonsgroup "Lots of comments!"
@ndc_doug first focused on 2018 AG and Gov - looked also at
AGGGGG WHT the serious fuck is this not posted and made publicly available?
FUCK this is not a good way to run a public process.
Some polarized - some not polarized - D7 polarized in all 5; D# came back as not polarized in all 5; D7 is polarized in all 7 -- WHAT DOES THIOS MEAN?
technical issues

AMATEURS to the bitter end
Some polarized - some not. @ndc_doug calls this "a lot of information" get more information about what this means from legal "in closed session"
Is @ndc_doug not embarrassed to say all this will be shared publicly - when not has not been shared? EVER

AND MOVING ON---
Which law office are they meeting at @BallardSpahrLLP or @SWLawNews - Are Raging Grannies available - this is such not a public, transparent, honest process.

Moving to E-Session
Back from E- Session - no sound... report out - discussed polarization data - well that explains so much - NOT
Chair says she'd prefer to start with Congressional - Coms Lerner and Mehl conceit - @ErikaNeuberg asks @ndc_doug for advise. How to proceed.
He says keep it int a high level - less about streets - but more about moving cities. etc...
Get the "Big" ripples out
@ErikaNeuberg asks for opening comments
Mehl says need to "dig into MarCo" Yuma Mayor presented map that presented Yuma split in a certain way - if there is consensus - perhaps we could start there - then move into MarCo
Com Lerners says she was thinking about starting w. VRA which would hit both Yuma and MarCo and then start in the north - we left the N w/o real discussion
A lot of what we do in the N will impact what we do in MarCo -
@ErikaNeuberg we can use different strategies for Cong and legislative
VC Watchman - VRA start as well - and will help us address the rural areas
Does York have any preferences -- Agrees VRA is important! Start with 3; then 7 then other -- Yuma split was desired in both Cong and Legislative - Mappers ask commissioners for the map number !!!
Chair @ErikaNeuberg says Latino Coalition submitted maps - addresses CD 3 and 7 - seems to good narrative and compromises -- also wants to address East Valley -- North is VERY difficult - may be the most contentious - would like to start where we can get some consensus
Com Lerner takes a moment to thank staff
- and thanks the other commissioners for graciousness - we know the last two commissioners were more contentious - Our good fortune has been based in the way @ErikaNeuberg approached this from Day 1
Chair @ErikaNeuberg skas we will do what is right for 100% of the state
Asks for Latino coalition districts - multiple versions - differences between Tolleson and Buckeye - Latino knows its population the best - if we don't do that right - it is a serious problem in my mind
Com Mehl says keep in mind Yuma split as we address the LC maps
ComMehl says he haas not been a fan on D7 going into MarCo county - they are talking philosophical instead of actually looking at the maps

Com Lerner - suggests looking at the maps
Yuma will be an issues - Mayor's split will take a lot of pop out of this district
Also Mayor of Tucson
C Mehl - it is complimentary -- WHY does he even get to talk given the fact that he haas been exposed was a liar and a cheat?
Com York -- wants to protect Avondale --

Going to look at the LC maps side by side --
District 7 first
Com Neuberg asks who is marginalized in MarCo/ York says - now that I understand VRA better - it makes more sense
Ch @ErikaNeuberg asks again - who would be hurt - Com Mehl says the city of Yuma - and Maybe Tucson Mayor
really Com Mehl should STOP TALKING - he is a liar and a cheat.
Com Lerner says - I do not see that as Mayor Romeo's concern - Com . Mehl cuts off Com Lerner
Com Mehl starts directing the boundary districts -
Com Lerner comes back - "maintain existing boundaries --- to maintain two districts" She does not want all of dt Tucson -- evenly balance between two districts
Com Lerner says she had a discussion with Mayor Romero _--WHY ARE THESE DISCUSSIONS NOT REPORTED???

THIS IS NOT TRANSPARENCY - OR PUBLIC - OR ETHICAL
Com Mehl says i will take her insight - but not looking to draw her map exactly -- a "better dividing line"
He know best -- where is Robert Young?
Com Mehl - pulling out all his talking points - gotta give it to him - he is relentless - he is fully amoral
wealthy and Christian but amoral
Chair @Erika brings it back to her goal of addressing Latino CVAP and thought the Tucson mayor made a great suggestion -- would like to accommodate as much as possible
Com Mehl says nothing will happen that will make me like what happens to Avondale?
@ErikaNeuberg says - got it
Neuberg - if we come up into MarCo - then lets do what is best -- thinks first submission does a better job of keeping other COI together
CDY = Com Doug York
CDM = the liar
CSL = Shereen Lerner
VCDW = Vice Chair Derrick Watchman
CEN = @ErikaNeuberg
CSL and CEN seem to be on the same page that the first LC map better reflects the community -- that northern piece was drawn because of connections -- and does not break up west valley
CDM - asks which one has th most # of HCVAP
CSL = don't want to pack
CEN says this is about the political expression of people - willing to compromise --
CSL - they say they are equally happy with either --
CEN - says I am not going to accept their idea about the White Mountains , etc... For me the first submission fits better
CEN - Thinks we could just vote - I want as much consensus as possible
CDY - asks for Yuma Submission - LD 57
CSL - cuts for Yuma - was not a fan of the Avondale/Tolleson split - believe the Buckeye connection is better on COI -- Avondale and Tolleson could become a more comp. WV district
CSL - CEN asks CSL is it is because of Comp? No - better CoI -- explains at some length
CDY - has to comment about Buckeye and Tolleson - Litchfield Park fast growing - a growth corridor - solar power - nuclear plant - that's bu concern of connecting to to Yuma - keep it in CD 9
other problem - changes what we were doing w/ Am Indians
CSL - this wrap around - includes a lot of solid COI in the south - piece w/ Buckeye - yes it is bvery big growth area - but not S of I 10 - that's why that break makes sense -- could give them two reps - one VRA, One growth
CEN - says elected official isn't going to be focused on urban growth - Buckeye is an Hisp. community -- Buckeye is connected to Gila Bend --
CDY - cuts of CSL - talks about garbage and collection
CSL - says this is an I-10 division - Buckeye is divided where there is not growth --
CDY - wants all of Buckeye in CD 9
CEN asks CSL is she agrees that what teh LC submitted is better than what wee drew? Yes -- and that they listened to our feedback - adjustments allow most to have their communities connected by common interests
CDM says "at some point we will have expressed everything we can express and will look for your guidance what you want to do"
CEN - I've changed my mind - The LC has convinced me - I think the Avondale/Tolleson angel makes the most sense -- I think it meets the LC goals and COI
What are you willing to do
VCDW - we started w/ D3 and D7 - I think this district is treating the tribes fairly - Tolleson -
reflects needs -- for purposes of VRA - I think this meets COI - includes tribes and ag, D7 has three tribes --
CEN says 2 people like second submission; 2 don't want any intrusion into MarCo and 1 who prefers the first submission -
CSL - all about what other adjustments will be needed and appreciates no votes -
CDM - says ok no votes but we have to give direction
CDM - says Yuma gold will improve VRA district \

CEN says NOW that she doesn't want to accept anyones map w/o full deliberation -- so glad she can learn
Now she goes back on voting - at some point we have to lock it in -- a person could get whiplash listening to her
CEN - says for now let's move Tolleson and Avondale along the lines of the first LC submission - CDM says I've clearly stated what should be done in Tucson
CSL - asks to see overlay of LC 1st submission and Yuma Gold - Red iis LC/ blue and orange is May Romero
CSL - asks for demo
CDM - says mayor thought he was doing a better job
@ndc_doug weighs in about what he was saying
Dr @ndc_doug says he is redistricting Yuma Supervisors - population is north of I-10 -- in differences are there heavily Latino communities
Cont. @ndc_doug - the Latino Coalition includes tribes (30 persons) the mayor's submission does not.
. @timmonsgroup says can't do this in real time - CSL asks if

SO CEN reports that she has asked LC specifically about their take on the Yuma Mayor's map. SO once again there are meetings ongoing that have not been conducted in public or even reported to the public -
How can this possibly be considered transparent?
CEN is suggesting accepting the LC submissions and the Yuma Mayor's plan and move on? VCDW asks about tribes -- @ndc_doug says it is about a 30 person split -- asks for the entire reservation to be included in this district - Keep the reservation whole --
CSL - we can take a closer look at the Yuma split once we get the demographics --
CSL - asks about Tucson -- CDM says I have given my suggestions and would like to see it -- CEN says I'd like to see a couple of options CDM says "I am not far off what the Mayor wants."
CSL - maybe we can have LC proposal - lets keep that relatively intact -- unless/or take Mayor Romero's piece into -- laughter - we've been at this only an hour - CDM _ and we haven't made it through one congressional district

Says a hell of a lot doesn't it?
CSL summarizes what the consensus is at this point -- CDM talks over CSL - she reclaims the floor.
CEN says we may not want to spend a lot of time because pop shifts may limit our options
CDM asks to see two versions re: Sahuarita and Green Valley - Davis-Monthem !! Santa Cruz stays on 7, Quail Creek -- CDM giving orders on boundaries - why again does he get to talk?
Just for the record - I would let up if CDM acknowledged his deceit - but justice is not built on lies and deceit. And redistricting is all about justice and equality and fairness.
YAY for CSL for not being bullied by the liar to "move along" and take his word that he know best - when it has been demonstrated he is not trustworthy.
CSL calls out the expansion east of CDM boundaries - Says pop may not allow this -- precinct by precinct he is directing mappers -- who is giving him these boundaries - is once again using public trust for private interest?
Still on Tucson boundaries - Romero letter, CDM and CSL sorting out a few options to compare
Marana!
Looking at Pasqua Yaqui Tribal lands and people -
the @ArizonaIRC has no idea what maps are submitted - and CEN says that she is open to looking at all the maps - but wants rationale - QQ: How would you know that if you have not reviewed them. The #TimmonsTool is a black hole for most of the maps submitted

looking for LD 0068
Pasqua Yaqui has lands that were not necessarily considered - will come back and make sure they are connected appropriately.
Using Yuma Gold splits - pop deviation may prevent from following the line exactly -- CSL wants to also see Demo before finalizing agreement -
In Phx - use LC first map through Avondale
Moving on to CD 3 - After BREAK
Back at 12:20
breaking news - washingtonpost.com/national-secur…
USDOJ sues TX over state redistricting maps, citing discrimination against Latinos
The action comes as Democrats warn that GOP-partisans are seeking to improperly redraw voting precincts to aid Republicans #Timely
BACK -- CD district 3 coming up
CEN asks do we keep working on Congressional until we drop? or save time for state leg?
CSL - says stay focused on Congressional
@ndc_doug says please hold some time for LD for big picture changes
CEN says she wants to see LC map - does not have as strong an opinion on this as she did on CD 7 -- compare and contract LC submission and draft map - CDM - also first LD submission - CEN says there was a cohesion in the first
Approved CD draft; compare w/
CDM is still talking!
CEN wants to clarify - there was a remarkable agreement - except for Peoria - it was beautiful and empowers PHX for strong representation
CDY - says You Tube is delayed
Crank says voice and video are in sync - but delayed
zooming in to ?? who knows
CDF 007 - current district is green - original submission went further N and E
CEN likes what the LC did - eliminating Peoria -- CEN says I like their version better than ours - may not want to accept it completely
Approved draft map 7;
CDY starts giving directions for road boundaries - so subtle
Mark Flahan @timmonsgroup approaches this as a abstract puzzle issue CEN says she wants to make sure Guadalupe in included
CSL says city of Avondale could be used a boundary -
A view of differences -- lots of map view manipulation going on - very hard to know what they are looking at and for... Not sure they know either which plan is presented.
CDY says area south of airport is COI and should go north - CSL says she would not go further north - CDY says he wants to go to Mc Dowell
CSL says McDowell was the boundary in original's map
CEN says she wants to be sure to include AA community for cross over voting --
Looking at the Northern border
CEN looking for a compromise between CSL and CDY
More border inspection
CSL says keep historic areas together - S Mountain/Laveen includes much of AA Community
CDM says the districts were correct as they submitted it - we can accept it as is - and move on --
CEN asks CSL about population deviation - packing --
making sure we create COI - not just adding to existing Latino community
Mark Flahan @timmonsgroup asks fro clarity of direction CDM - jumps in w. the answer. Adopt as is 0 confirmed by CDY and agreement that we are accepting this for the purpose of moving forward - agreed - one border modification negotiated between CSL and CDY.
The curve --
CEN: "it's such a linear line, I like it."
CDM wants to go to west valley MarCo - so that's where they go. CEN says she is anxious to go to East Valley
Moving on to CD 4 - CDY says more work to do in CD 8;
CSL says CD8 will be impacted by CD 1 -- and CD 9 will impact CD 8
CEN says if there is something that is so impacted - maybe go to area o greatest contention - lets go there --
. realizing the leg bone is connected to the knee bone; the knee bone is connected to the ..

CD "is not a VRA district" say CEN - No VRA responsibility - but a responsibility to "do right{" by the native Am community
CDM says we will do right by the Native Am community no matter which way we go. they will be 22% of the pop not matter wat. the debate is what "non-native" communities go with them
CSL says yes true - native Americans want to be together and they want a voice - asks to pull up CDF 010
pop deviation right now is - minus 14 ::: 794,597 21.02 % NA CVAP --
VCDW says district includes many of the tribes -- AND IT IS WHAT THEY THEMSELVES HAVE ASKED for
CEN asks about effectiveness of competition and surrounding districts
CDM says it takes in too much of S AZ -- not as good for the state as the map we have drawn .
CDM argues for including Mohave county
CEN - I shut down the entire vision of the Rep dream - because it was too extreme. I am deeply committed to reigning in the extremism. I like our version of the map as well -- out vote spread is 7.5 -- it there some way to modify that??
CEN - says we are doing well by other communities. Understand that this map best meets the needs of Am Native community -- but there are many other communities...
DO this other communities attribute 2)% of the district?
CSL says Yavapai / Mohave connection goes back 40 yrs - was one period where the Hopi wanted to be separated.. We should keep this split... It makes CD 9 a rural county.
CDM objects to Yavapai split because it comes down to take in Graham and Greenlee county -- there are consequences
CSL - looks at historical record - CD 2 will remain a rep leaning district -- but at least allow Nat. Am to vote for he candidate of their choice
CSL says - it makes Mohave county rural - which is what they want; etc., et.,

CEN says she sees current CD 2 is absolutely a compromise. Vote spread is 7% -- why do you assume they would not be listened to?

Answer because there is racially polarized voting and the Nat Am
do not have an "effective districts"
The change CSL is proposing creates a more competitive district -
CEN reverts back to "we can do what we want"
CEN: will we promise that if there is a strong minority population of 1/5 we will guarantee them a competitive. district.

VCDW - shoudl we give special consideration to the tribes? YES _ because of the VRA
CEN - digging in her heels
"They do not rise to the level that requires or even calls for a VRA district. I want to do right by all minority communities. I'm not sure that .. at what point does that stop. recognize the shifts - I want as comp a district as possible. I have a har
time believing 22% isn't enough for them to be considered.

CSL -- every election went to Republicans - COI testimony STRONGLY supported the split. CD 8 2/3 urban - this split gives AZ two rural districts - one heavily so; the other still strong
look at letters from Havasu

[I would love to see the letters from Havasu -- but they have not been made public.]
CDM says testimony was far more confused than you suggest. this is a better balance. No matter what we do Mohave will be
CSL - I don't think is confusing as you say CDM. We've heard people over and over again...
We can work on the ramifications. Some of the ripples will be take
taken care of w. CD 8 -- it impacts the west Valley
CSL - to not do this because of impacts elsewhere just seems
CEN -- move in two different versions evolve - not ready to be the decisive vote at the point and willing to be open to all options -- feels like more compromise is being asked for
Oh good God, she is really bad at process.

@ndc_doug says - the southern border of @NNHRC1 includes Marana and Oro Valley

CDM says if Marana ends up in CD2 I won't be able to go home... Marana is driving the political voice of 22% of CD 2
VCDW says he can't go home if it stands...
CSL says she regrets there was not more time to come back to N Az -- but this is a biggie... there are multiple remedies to explore
jesus.
CDM says current CD 2 is a compromise and works.

Interesting tactic -- parrot back CEN words to sway the discussion.

CEN says she would like US to work on it -- if there are substantial changes - lets see them now. CDM immediately goes for request of including Mohave Co,
Says she thought it was a compromise. take 15 minutes and suggest changes.

VCDW says - yes it was a compromise for the draft decision -- create blend on @NNHRC1 and LC -- CEN say - no -- that is moving in only one direction..
The COI of Marana and Oro Valley is driving the entire N Az district

Does this seem right to you?
Dr @ndc_doug walks them through options
CDY pipes up "Avondale"

Its like Avondale and Marana/Oro Valley have become the Maginot Line of 2021 AZ redistricting
CSL says - and lets recall we made this compromise and said let's go talk with the public. And we heard - the public does not like this version.

@ndc_doug says we could pick up Gila County
CDM - says take all five northern counties and then add as much of fort Apache and San Carlos
Says it is not a competitive district but sets up the rest of the state nicely..
CSL says she'd like help -- can not in five mounts give direction for a credible district. at time you did say @ndc_doug you could make it work... he waffles a bit - will try and minimize San tan Apache Junction etc..
@ndc_doug says trying to get all their direction in public
CEN says she is very comfortable to very comprehensively multiple versions -

This is CDM wet dream
. @timmonsgroup asks are we creating two maps of four maps @ndc_doug says four -- all agree GREAT --
CEN - wants to move to State Legislative
Break
Back now
. @timmonsgroup differences in LC map and Mayor's map = 19K people
what is being removed is "republican" says CEN - she says it shows the mayor "sort of understands his population" -- Yuma Boundary differences -
another tutorial how to use the Fabulous #TimmonsTool
CEN thinks there are "clean fixes" in the east valley. Calls up Gilbert consolidated

This commission has absolutely no driving vision for MarCo - it is a hodge podge of left-overs from grid map, LC maps and early manipulations of CDY .
Addressing the panhandle
CSL asks to see LD 0061 and suggests city boundaries and school districts
CEN says the consolidated Gilbert map unites San Tan Valley and Queen Creek -
Gilbert on left; chandler on right
Sun Lakes wants to be w/ Chandler - both do that
CDY pipes up about something :: Chandler is north of Sun Lakes
CEN says people think Sun Lakes like family -- wants Sin Lakes in LD 13
CSL points out they are still with Chandler
CEN likes the consolidated Gilbert map
that's sobering 17.4% Republican for Gilbert consolidated
listening to the @ArizonaIRC i wonder if they are looking at the same maps
now we are dancing on the head of wins about listening to mayors, being consistent, mayors disagree, and listening is not the same thing as agreeing..

All about Gilbert. Well done. And what is the name of the group that got a hearing within 2 days?
CDM says "we don't care about the approved draft map" -- Commissioner Lerner asks to see additional maps
CEN likes Queen Creek and San Tan united - and making it competitive would create significant detriment to the population -
Queen Creek compared in the two versions 0061 and 0058

CDM cracks up CEN by saying "I object to these districts because they pack Republicans" hilarity! knee slap!
blurry -
FINALLY - CEN asks about creating a plan to "take advantage of the mapping team" What do we want so we can make progress
CDY in his normal subtly says I want to move Sunny Slope in LD 1 - maybe look at VRA first says CEN?
CSL asks to finish this one southern MarCo Area
CEN says just because we don't have public discussion - we study all of them.
Lack of public discussion does not equal lack of consideration??
How does that comport with transparency? public engagement? and the Highest ethical standards.. ???
Kyrene School district - never has the attention of the @ArizonaIRC been more unified than in its efforts to respect the Kyrene School district COI - 10.42 /12.58 dem district - no surprise CSKL likes the more comp. district; CEN the less competitive
Now the LC version -- Gilbert in the LC version for this area --
CEN says she s unwilling to achieve competitiveness by breaking up COI - nothing sways her mind about what captures the COI of hte East Valley that teh Gilbert Unified district s
She does not want competitiveness to D-R-I-V-E the districts.
CSL is calm and resilient - simply stating facts on the record - and letting CEN and CDM shoot down what they don't like based on their preconceived opinions.
Agree that LD 12, 13, 14, 15 are better in LD 51 (Consolidated Gilbert Plan)
Ask if they should look at Mesa first? VCDW says -- yes?

@ndc_doug says LD 9 and 10 are channels for moving into MarCo -unlike 12, 13, 14, and 15 which are mostly self-contained.
CDY asks about "the vertical" boundary between 9 and 10 ;
CEN says doesn't want to get into it now but... Salt River Pima tribe wants something about school districts and another community that doesn't;'t belong with LD 8 LeHigh area?
Sounds like this is another off-the-record conversation about the business of redistricting
that was not conducted in public or reported in a public meeting. This is such a sham calling any part of this transparent...
Yep - there it is CEN going to share what they gave me --ooops - she does not have the right notebook.
CEN says she will respect the Salt Rive Pima tribe as long as it does not dishonor the LeHigh elementary school districts. (26 people)

Do you think she knows how completely lame this sounds?

@ndc_doug says they are in LD 8 - should they stay? No, CEN says - go to LD 9
Salt River Pima and school district - neighborhood within Mesa
Salt River Pima - wants to be connected to Mesa, Tempe, and Scottsdale -- per CSL --
Adopting 9 10 12, 13, 14, and 15 from the Gilbert Consolidated.

CSL confirms this is a starting point? Yes CEN - we'll think about it and come back to it..
CEN asks to see 7 Latino coalition districts and compare in our draft maps.

This is such an appropriate focus -- but why didn't they do this during the draft phase...
Starting with LD 24 - CEN says LC had a big problem w. draft map 24 -0 over populated, CAVP too high -
District 11 draft on left - LC on right
CSL suggests go 1 by 1 - CDM suggests start at 11 - CEN says ok - and we have to fix LD 24 - can't get sandwiched in again ..
LD 11 - spread is 50 points for both plans - over populated 4% (9,700 over) in AIRC draft - In LC coalition .23 % under - almost perfectly balanced in the LC map --
CDM asks VRA districts in MarCo - God how can they not already know this?
they are says @NDCdoug 11, 22, 24, 26 (20 and 23 in Tucson; LD 6 in N AZ) Same numbers in both maps
@ndc_doug says it would be easy to integrate their maps CDY says there are districts he is not happy with -- he asks to see LD 24
CEN reads over populated # of every VRA
CDY says issues he has is that LC splits PHX - CEN says excellent point -- CSL says PHX has to be split -- as we have done in east valley, consider school districts \
Dr. @ndc_doug says we could sketch in the LC districts and when you come back on Thursday review impacts
Isn't that what they did isn round 1
CDY has a few suggestions
D4 - address McCormick ranch - CSL CDY says "fearful" we won't get to come back... CSL says I understand -
I feel the same way about the east valley

CEN - I really looked at Gilbert map _I studied and was convinced on many levels - giving advance notice what i like from draft map - what is unacceptable isn our draft map --
God this is horrible.
CSL asks @ndc_doug if there was a VRA problem w/ LD 24 and 26 ?
! CDY answers her - "it was 20 and 24 in executive session"
@ndc_doug says no CVAP problem - polarization in one election
On A break

So apparently Commissioner Mehl owns commercial property at I-10 and Tangerine Rd. Does this create yet another undisclosed conflict of interest? Is this one more way he is abusing a position of public trust for personal advantage? #CORRUPT
fhwa.dot.gov/ipd/project_pr…
It aligns with his obsession w/ Marana and Oro Valley
Back from break
Back to Legislative maps -
CDM suggests bringing up Yuma Gold Map - if we are good with Yuma Gold in Yuma - worth comparing -- esp LD 24 and 26 - says it (Yuma Gold) would force changes in the MarCo
. @timmonsgroup says I created a plan sheet for LD districts
compare Yuma Gold to LC maps
CEN says given the I "really liked the Mayor's solution in Yuma Gold and the compatibility w/ VRA, I'd like to see the implication of what we can accomplish
CSL says I did not realize Yuma Gold did anything outside of Yuma - @ndc_doug says limited because of pop. limitations
CDM says ripple through - its you accept split in Yuma it has ripples throughout the west valley
Changes VRA districts -- 11 and 25 flip --
CDY says D 4 is treated more fairly -- Is that about SunnySlope -- from Yuma? WTF?
CDY holds firm - he wants to talk about thiis
CSL sees many shifts --
CEN asks fro plan sheet for Yuma Gold
D 22 in Yuma Gold is not a VRA district =- but LD 25 becomes an effective VRA - CSL - OK to say Yuma Mayor to make change affecting VRA in MarCo? I have some concerns...
CDM - this has nothing to do with the yuma Mayor.
Oh no, did they really not learn their lesson on this?
CDM says he has no idea who created this map - but he likes it. User name dnicholls (Yuma Mayor)
CEN - says it sounds like our conversation in the East valley - happy to consider it - time to bring up real differences in mapping visions

CSL - we pop isn and pop out - we have not looked at it -- and then jump to this

CEN - I thought we had already agreed to reconvene
On Thursday to look at LC maps. Looking at something is not an endorsement - my primary interest is their mastery of their COI

SO how does that comport w/ Yuma Mayor suggesting changes into MarCo west valley
VCDW asks for a recap --
CEN says she thought they were discussing alternative versions - LC as well as this option -- I sense a set-up...
From the mappers
@ndc_doug asks - do we have direction to add in the four Latino Coalition districts - CEN wants to see the Latino Districts from the LC - as one option '
CDY and Yuma Gold against LC - @ndc_doug says bring in that one district
CSL would like to see Yuma Gold and west valley w/o intermingling w/ LC - Would like to focus on that --
East valley directions - Gilbert - Mesa -
CSL asks for East Valley summary - 12, 13, 14, 15 to implement Gilbert consolidated map w/ understanding that districts are easily contained - add 9, and 10
Asks CSL - will be incorporated into our map ?
CDM does not like what teh LC did in the east valley
CEN I was appreciative of them fleshing out the math - in that it was the most thoughtful about their communities - I do not recommend us adopting another organizations' plan and deliberate on it...
CSL reflects the process p
back to the colleagues
CEN - Am I mis remembering - I thought we looked at the east valley L:C districts
@ndc_doug says the Gilbert consolidation map does not "rule" out the LC maps - the two can be switched internally
CEN - and no decisions have been made
So the AIRC v3 may not have had exposed contentious discussions - but there is no trust. And how could there be?
VCDW asks to see the Navajo Nation LD proposed plans LD 5 and LD 6, Ld 7 and LD 19 -- all single districts
LDF 55, 56, 57 and 58
VCDW says seems to improve deviation and respects many tribes and COI - walks through some criteria - originally asked for a really high deviation
CEN - what do you think?
CDM says either map treats them well - numbers slightly better -
difference is either Flagstaff or White Mountains w/ the Am Indians - White Mountain people have been disadvantaged for the last ten years -
CEN asks for population number - would like to se that - maybe 70K
-VCDW says about equal to Flagstaff
VCDW - I thin kNN thinks Flag should be in a different districts
CDM advocates for White Mountain people - I asked is Flag a good fit w/ navajo nation -0 you could make a case for either one
VCDW - As you point out - this serves the community well - all have water issues
- upper and lower basin -- Winslow - Colorado storage project - strawberry -- What NN is proposing works very well and including - facing closure of coal mine/power plants in St Johns - considered mining communities and forestry
VCDW - many commonalities - natives and non-natives
CEN asks how are NN disadvantaged in our draft map -- its a man-min district
CSL says Flagg in draft map district would create VRA districts - Flagg city council has said to exclude Flag from NN district
CSL continues -- Flag creates a different voter base - native Am would not be able to elect a member of their own community -- the issue of their opportunity to elect a member of their choice - if Flag is included that is jeopardized...
VCDW says flag is more urban and college
CEN - also heard lots of interchange w/ Flag - not ready to make a decision
CDY asks why did not include (missed it) was originally relocation community for NN -- moved back to Tuba City - has become non-native
CSL -- Economy, COI - big difference in ethnicity - heard that a lot from White Mountain folks and ways of life - more in common by putting them together, than not

CEN - wants to be cognizant of hard stop bec. of You Tube - Not ready to make a decision and take advantage of
counsel and "ability to elect" -- need time to dive into that before making a decision.

@ndc_doug - in Navajo county - it leaves out 10K and 1,500 people out of Apache Co - I thought to consider CoCo County map - leaves out 10 k No of Flagstaff - something to think about
CDM says COI between Flag and NN stronger than that w/ White Mountain

CEN cuts off CSL to mask a question - asks for map to be incorporated to look at on Thursday w/ adjustment made by @ndc_doug

CEN not ready to do that - welcome to go down that route - a big jump
CSL - I'm interested in it bec. there are ramifications
CEN says she is confused
CDM - this just swaps things between 6 and 7 ?
CSL I am interested
LD 19 - the Southern district
GOD this is dreadful...
a thoughtful conversations promised on Thursday - If so it will be the first time...
They finally stopped. To be repeated on Thursday. at 9:00 am Links for Thursday 12/9:

The agenda is meaningless. If they have a plan
about how they are going to approach revisions it is known only to them. They have not discussed if they will start w/ Congress or w/ State; MarCo, South, North, VRA or some other process.
Stick around. We'll find out together.

This is a rehash in some degree of the actions of @ArizonaIRC Commissioner David Mehl, the chairwoman @ErikaNeuberg and the @SALCLeaders to KNOWINGLY and DECEITFULLY promote the purely partisan #TucsonGerrymander to benefit a sitting #AZGOP State Legislator, @VinceLeach
and in doing so undermine the integrity of the @ArizonaIRC itself.

Commissioner Mehl used his position of public trust on the @ArizonaIRC to advance a personal, partisan interest. That is the textbook definition of corruption.
That he attempted it in full-daylight makes it no less corrupt. The fact that he tried to hide it shows he knew it was corrupt. @ErikaNeuberg feigns confusion as to why this is fundamentally different from the @NNHRC1, the #LatinoCoalition or others submitting proposed districts.

Happy Sunday!
Today is a breather from the 5-plus hour hearing yesterday and the first day of @ArizonaIRC mapping "real" districts tomorrow starting at 9:00 am - Link to view:

Countdown to #FairDistricts - Day 17
And sharing the link to time-stamped, computer generated transcripts here (current now through December 3) tinyurl.com/IRCtranscripts
Please note: Transcripts from @ArizonaIRC of recent hearings and upcoming mapping sessions will not be available until AFTER they have voted on final maps.
Just one more measure of how little they value transparency & public participation. And how much we DO! You're welcome!

Hi All - the last @ArizonaIRC public hearings about to start in Maryvale and Tucson. I will be looking to see if the liars and cheats associated w/ @SALCLeaders will double down and be out in force - or do they step back after having their lies exposed?
In Maryvale, how many speakers will note if they are "paid" or not - after @ErikaNeuberg's tone deaf statement yesterday?
As an aside - busses may have been used in some communities to attend hearings because hearings were held in unaccessible locations -
off of public transportation routes. I wonder if that constitutes "being paid".

Meeting with AZ Legislative leaders and @ArizonaIRC begins.
As the go through pro-forma beginnings - I will point out that any documents received from the AZ Legislature have not been made public. Nearly a year into operations they still act as if they have no official obligations of functional operations.
Minority Leaders Senator Rios, and Representative Reginald Bolding present. Majority Leader Speaker Bowers showing up at 1:00.

So. Very. Interesting. Once again, Commissioner Mehl is exposed as manipulating the @ArizonaIRC for partisan interests. Will it make any difference to how @ErikaNeuberg considers "fair and competitive."

azdem.org/caught-emails-…
It would not be inappropriate for Commissioner Mehl to resign. He's a cheat. And it is not so much that he cheats - it is that he feels free to cheat without consequence. There is "right" and there is "fair". Com. Mehl has demonstrated he can not be trusted to be either.
Tune in today for the @ArizonaIRC meeting at noon when the AIRC hears from the Arizona State Legislature on the proposed draft maps.
What a farce. In not a good or humorous way.
