There were many Civilizational hurdles for Sri Ram Mandir. The Secularists and Religious fundamentalists were up against it. That was a different battle.
But the one at Kashi was entirely a function of our own Will. The Sanatanis had to stand-up and do this.

In the Rigvedic times, the Haihaya Veetahavya & his sons burnt down Kashi/Varanasi multiple times. Finally the Tapahshaki of Divodasa, Pratardana and Bharadvaja not only ended Veetahavya’s demolishing/destruction & established Dharma. Their force turned Veetahavya into a Sage.

The Flow of River Ganga, the Divinity of Mahakaal, the will of Shri. Narendra Modi and the Dharmikataa of the common man of Bharatavarsha will ensure that Dharma raises even in the deracinated minds of Bharatavarsha.
