29.Approve Amendment to the Salary Resolution adding two Assistant County Administrative Officer (CAO) allocations to the County Administrative Office Org 0120, effective December 27, 2021 as reflected in Appendix “F”. The County Administrative Office is responsible for
implementing the Board of Supervisors mission, developing legislative platforms that are priorities for the citizens of the County; developing, monitoring and coordinating the County’s $4.1 billion budget; and empowering County departments to administer services efficiently and
effectively by managing 8,101 positions countywide dedicated to providing outstanding public service. These functions include administrative and operational services, fiscal and budget services, and intergovernmental relations. As the incoming County Administrative Officer
prepares for a structure that best meets the needs of the County and the goals as defined by the Board of Supervisors, minor changes are recommended allowing for both flexibility and career growth.Approval of the recommended action would add two Assistant County Administrative
Officer allocations to CAO Org 0120; allowing for a maximum of three at any given time. The CAO is planning to recruit for two Assistant CAO positions as soon as possible while the other position allows for career growth in the department as responsibilities expand. The Assistant
CAO position serves as one of the highest executive positions in the County reporting directly to the CAO. In collaboration with the CAO, the Assistant CAO’s will assist in communicating and implementing the Board’s policies and directives countywide. The positions require
strategic and forward-thinking executives who will work directly with stakeholders both inside and outside the organization in order to execute the goals, objectives and policies necessary to provide exceptional public service to our community.
30.Approve and authorize the Chairman to execute a Revenue Agreement with the Regents of the University of California for the Invasive Shot-Hole Borers Program Grant effective upon execution by all parties through March 31, 2022 ($10,763). ISHB are a group of ambrosia beetles,
the species of which are visually indistinguishable from each other and can only be identified through DNA analysis. The two species of ISHB known to be present in California are the polyphagous shot-hole borer (PSHB) and the Kuroshio shot-hole borer (KSHB). PSHB are established
in Los Angeles, Orange, and Riverside Counties and have spread to San Bernardino, Ventura, and Santa Barbara Counties. A single PSHB was caught in a trap in Santa Cruz County in 2014. KSHB was confirmed in a commercial avocado orchard and landscape trees in San Diego County.
A large infestation was identified in the Tijuana River Valley. KSHB is currently present in Orange and Santa Barbara Counties with a single beetle trapped in San Luis Obispo County in 2016. ISHB bore into trees creating channels or galleries, which is where they spend most of
their lives. They do not eat wood but introduce and feed on a symbiotic fungus which they “farm” within their galleries. Once established, the fungi colonize the wood beyond the gallery walls, which blocks the flow of water through the tree causing stress and dieback. This
resulting disease is known as Fusarium dieback(FD). Fifteen species of trees are known to be susceptible (may cause tree death) to the ISHB-FD complex, while another fifty-one tree species have been identified as being less susceptible (causes branch dieback). All of these trees
are considered ISHB reproductive hosts. As estimated by the USDA Forest Service, if just 50% of the ISHB-FD complex susceptible tree species died in Southern California, the approximate cost for removing and replanting the trees with similar species and size would be $15.9 B
34. Amend and Restate the County of Fresno 457(b) Deferred Compensation Plan allows employees to defer pre-tax and/or after-tax dollars into a variety of investment options in order to save for retirement. Currently, the Plan has over $360 million in assets and over 7,000
participants, including active and separated/retired employees. Of those 7,000 participants, over 4,000 are active County employees contributing to their Plan accounts (approximately 56% participation
67. Approve and authorize the Chairman to execute a retroactive Agreement with Fresno Economic Opportunities Commission for a fatherhood initiative program, effective October 1, 2021 through June 30, 2024, with one optional fifteen-month extension, total not to exceed $828,000.
Fresno’s PEI began in December 2018 when CDPH awarded funding to 13 local county health departments to support local perinatal equity efforts to fill gaps in current services and develop a collective impact blueprint to reduce African American infant mortality. The Department has
been able to utilize the CDPH funding to facilitate local Perinatal Health Equity Community Advisory Board efforts to discuss strategies to reduce African American infant mortality and partner with local community-based organizations to implement several legislated PEI
interventions. One of these PEI interventions is implementing local fatherhood involvement services, which are also required services for the Department’s Babies First program.

Fresno County Truck Driving Program @NathanMagsigCA Lawson helped create 100s of jobs for Central
Valley. Leann Egers of Fresno County Economic Development Corporation. When working with Lawson about High Speed Rail realignment we spoke about the trucker shortage. Eger said if we can get jobs guaranteed at the end lets do it. Lawson was there every week for 5-6 years to be
sure it happened. He never asked for anything but she jokes he also took the cream of crops at graduation! But they were all graduates are the cream of the crop. Across the country they want to know how we had the success. One of the first to graduate now owns his own firm and
hires from this trucking school too. DSS director also thanks Mr Lawson. Brandau:I met him when Brandau was protesting HSR and Lawson gave me a truck to stand on to protest.Brandau also had a carpet employee who was paid $30,000 and Brandau suggest he go to this trucking school.

5. Adopt resolution opposing the United States Fish and Wildlife Service recommendation to
designate 554,454 acres of land in the Southern Sierra Nevada mountains as critical habitats for
the Southern Sierra Nevada District population of Fisher. @NathanMagsigCA I asked to have
this put on the agenda. The more areas placed on protected areas to protect species makes it harder to prevent fires such as Shaver Lake area. Public:What about the endangered Fish? Magsig:This is actually a weasel. Much of the land wasn't managed well and if done properly it
will also help the Fisher. Approved 5-0
6. Adopt resolution establishing the boundaries and numerical designations of the supervisorial
districts and waive the reading of the resolution in its entirety (4/5 vote).At the November 16, 2021 second post-draft map public hearing, your Board voted to bring forward map
“County D” for adoption by resolution today. Under current State law, the Board must adopt boundaries no later than 174 days prior to the County’s next regular election held after January 1, 2022. The County’s next
regular election after January 1, 2022 is the statewide direct
primary election, which is presently scheduled
for June 7, 2022. December 15, 2021 is 174 days prior to the June 7, 2022 primary election. Based on this, your Board must adopt the proposed resolution today, by 4/5 vote, as determined by the County Charter. If your Board fails to
adopt the proposed resolution by December 15, 2021, California law requires your Board
to immediately file a petition with the Superior Court within five days for an order adopting supervisorial district boundaries.Attachment A is the proposed resolution that includes a written
description delineating the boundary for each
supervisorial district. During the development of the written description for each supervisorial boundary, staff
uncovered a few census blocks that needed to be re-assigned to provide an easily identifiable boundary line.

These census blocks contained (0) zero population. Accordingly, the re-assigned census blocks did not
affect the total population in the districts or the overall population deviation. Due to these minor changes,staff renamed the proposed map from County D to County D2. The
updated map, County D2, is included
with the proposed resolution and included within Attachment B. The County D2 map was also posted on the
County’s redistricting website on December 1, 2021. During the presentation of this agenda item, staff will
provide your board with an
explanation of the changes made.After the adoption of the proposed resolution, the County will be required to maintain the redistricting
webpages for a period of ten years.

instead. Mendes chose to listen to his school districts instead of community of interest. Next:Very early in the process Supervisors made it clear very little was going to change. African Americans , Hmongs are split. Tarpey Village is split into two. City of Fresno into all 5 .

Ordinance The Creek Fire Disaster Recovery Temporary Housing Urgency Ordinance was adopted by your Board on
October 6, 2020 to temporarily modify or suspend various Zoning Ordinance Regulations to
provide on-site
interim housing for affected Creek Fire residences. The adopted Ordinance has an expiration of December
31, 2021. On November 2, 2021, your Board voted to extend the declaration of local emergency due to the
Creek Fire. This proposed amendment extends the
Ordinance for one year from the current specified
expiration date to allow additional time for those who have not been able to move forward with rebuilding a
permanent residence. This item relates to locations in District 5. @NathanMagsigCA Some people are still negotiating
with their insurance company. This ordinance will allow the process to move quicker. Approved.

Applicant provided photo simulation with different heights of a sign (55' and 35'). Staff showed photo of a line of of sight. Magsig:could you read the 35' sign from 2000 feet away. Staff:I don't think people could read it as it looks today. Applicant showed a 70' sign that
exists today. It is in a heavy commercial area though. It was approved by CUP in 1990 so it isn't allowed by right though. @BuddySupervisor When you go see these signs in person 35" Valero you can barely see it. I don't have a problem with 55' I think staff needs to have an
internal sign ordinance to allow higher. It doesn't need to come to us. @NathanMagsigCA I spoke to applicant and it will be good for them to hear from them on how Findings could be found. It will no distract from public. There are many other similar signs such as Kings Canyon/
Clovis 45' Chevron sign on sign on county island. (he lists other signs nearby).This sign will be a commercial sign of what commercial services provided and won't be a hazard to public. We are ok with a 50' sign. @NathanMagsigCA I am not aware of any neighbors against this.
I do think it is time to look at our sign ordinance and update it. Our General Plan allows us to look at growth in future. This is such an area and this is a commercial sign on height and coverage in a commercial area. Brandau:You don't necessarily need to read the sign from

Original proposal v current proposal. 63 conventional parking spaces (Gas powered) and 74 EV stalls to give 173 total parking spaces. Fresno county doesn't have an ordinance that prevent a gas-powered car from parking in an EV spot so they can park legally. Pacheco: i did meet
with both sides. Other supervisors met with opposition too. Public comment portion:Engineer says there is more than just additional parking. An adequate easement is needed from adjacent neighbor still. Most important is the traffic impact that will be caused. $500,000 new traffic
is needed. How much can County cover? My client had to pay his portion when he built his project. Why not this applicant? Next:Stewart Petroleum rep says his concern is egress is very narrow. I am not against competition. The new Tesla chargers & new restaurant will cause issues.
I don't know if they have enough water etc or not. In Manteca gas station has a lot of traffic concerns and Supervisors need to look that when making a decision on this. Next:Jordan Freeman:Planning Commission decision was a bit haphazard at the end.We hope we don't go ahead with
PC's language. Whatever the traffic impact that occurs need to be paid by applicant and not all the tenants. Upon seeing the new parking spaces we don't have an issue anymore. It is close to max that could be asked for. Applicant:Parking has been resolved now. Traffic on backside
is only used by hotel occupants and mainly used in morning and evening. Opposition is a truck stop and not by most of public. There is a traffic flow from both sides. Fueling trucks only one needing to use the backside.Staff:$175,000 for traffic signal, Cal Trans provide $9,000.
$300,000 to $500,000 for traffic signal with $175,000 paid by applicant and rest from County sources. None of existing businesses will pay (unless it is in their CUP). Impact fees were not needed as this project is on edge. But later we could require traffic signal next time.
Opposition did not apply for a CUP and nothing was denied at that time. Mendes:when does applicant have to pay the $175,000 ?A: right away. Future tenants may trigger a traffic signal in future though. Traffic signal money goes into an account until that time.We can sometimes
