New Pandemic Orders are up.
Brief notes based off the main questions received.
In short - other than the under 18's being exempt now they changed very little except the fines, which are pretty outrageous.
Bizarrely, they did the exact same penalty units for 'failure to comply with an Order'. For ALL the orders. It's 60 units for a person, 300 units for a company. That's $10,898.4 and $54,492. The govt will now fine you over $10k for not wearing a mask. This is not a joke.
This is outlined under the Movement and Gathering Order which relates to mandating masks. The only exception to this is a 'restricted retail premises', which are defined as just beauty and hair - they're exempt from the mask mandate on site.
Businesses are covered under the Open Premises Order. In short, if the business is listed here - vx mandates apply, with only a handful having various exceptions. All of these now ONLY apply to 18+. Those under 18 essentially don't need the vx passport anymore.
Gyms are under Physical Recreation and still closed to unvxd with the following exceptions:
- conducting community sport.
- used exclusively by professional or high performance athletes.
- anyone necessary for conducting the activity of the above.
Other exceptions:
- unstaffed gyms don't need marshalls.
- outdoor unstaffed gyms don't have requirements.
- on site accommodation don't need gym marshalls.
- hydrotherapy is excluded from mandate but can't be in group lessons.
- swimming lessons are excluded from mandate.
Specific rules for 'restricted retail', which is hair & beauty. They're vx-only still but have no mask mandate.
Adult Education/Higher Ed: people can attend for the purpose of education services that can't be done remotely, including attending assessments & classes.
Drive-in cinemas are excluded from being vx only. Brothels aren't.
Go figure.
In comparison, the NSW presser "we're asking the community to take personal responsibility".
Dom is coming across confident. Tells journos to make sure they report on hospital numbers, not just cases.
"We trust our health system in NSW, we've invested in it heavily and we have confidence in our people".
This is like watching something from another country. Surreal.
He's openly hammering the media to stop focusing on case numbers and instead focus on hospital and ICU numbers. Talks about the importance of living alongside the virus and 'people taking personal responsibility'.
Comments on the Pandemic Bill/ SOE ending, etc.
- yes, they will have something in place before midnight tomorrow, they didn't dog half of Parl getting the bill through to not use it.
- a lack of a clear plan and/or info 24hrs before is ridiculous, unnecessary & sloppy goverance.
- reminder that Dan is away so it'll be Foley & Merlino announcing whatever happens.
- had the first 🐦 come in about the mandates getting dropped. General rule is 3+ for validity. Stay tuned.
- NSW saying they won't change their plans only adds to the pressure for VIC to follow.
- dropping it all at high vx rates was always meant to be the national plan, not that this gets brought up very often 🙄

This stage kicks off with no running sheet, which is unusual. Davis makes a point of this, as well as the continual lack of wider consulatation in the community (again).
Davis listing off all the people in the community who have been affected, and will be affected, by these new powers who have not had the chance to speak and be heard. Wants a proper Parliamentary enquiry into the bill.
