Short Thread on #Aadhaar Voter ID linking idea, where it comes from and why you should care about it seriously. Proposal to link Aadhaar was pushed by Nilekani to ECI. This was executed by ECI in 2014 by terming it National Electoral Roll Purification - Authentication Programme.
The first pilot of this exercise of linking Voter ID with Aadhaar was carried out in Nizamabad and Hyderabad districts in Nov 2014 by IAS official Ahmed Babu. Babu claimed this excercise helped remove duplicate voters and recommend to ECI. ECI made it a national programme in 2015
Supreme Court which has ordered Aadhaar to be only used for subsidies halted this exercise in Aug 2015. By then Chief Electoral Officer of AP & Telangana deleted 40 lakh voters in Telangana and another 25 Lakhs in AP. ECI linked Aadhaar with Voter ID without informing the voters
During Telangana Assembly elections in 2018, the Chief Electoral Officer of Telangana was warned of these excessive deletions and several political parties went to court about it. On the day of Elections in Dec 2018, at-least 20 lakh voters could not vote.
So to link Voter IDs with Aadhaar, ECI shared all the voter data to Govt in AP & Telangana. Particularly to 360 degree profile State Resident Data HUBs. ECI and Govt used already existing Aadhaar numbers from Govt databases. They didn't tell people or ask for permission.
All data from this State Resident Data HUB of Andhra Pradesh leaked to Telugu Desam Party during the 2019 General Elections for Voter Profiling. There were complaints from the opposition YSRCP to ECI. As AP & Telangana had common databases, even Telangana residents data leaked.
ECI asked Chief Electoral Officer of AP to investigate, he said data didn't leak from them. Telangana Govt launched an SIT to look into it and wrote to UIDAI saying forensics shows data is from SRDH or UIDAI database. Ahmed Babu, incharge for AP SRDH said it didn't leak from them
Aadhaar Voter ID linking has not resulted in finding any duplicate voters, but only resulted in voters being unable to vote and data leaks to builds voter profiles. Then why link Aadhaar to Voter ID? The Answer is online voting. Telangana has already started experiments on it.
Only other nation with e-voting is Estonia. Estonia is a tiny little eastern nation, which was known to be a world bank laboratory to experiment all new technologies. Estonia was able to digitize their economy using a digital id (Aadhaar). India wants to do the same.
Hyderabad united AP had similar journey with estonia because of World Bank assistance and hence all the experiments of Aadhaar Voter ID in Telangana, AP. These experiments have been a disaster in these states. All official RTI documents can accessed here…
Link to another thread of all the data that was leaky in AP and further shared to Telugu Desam Party during general elections in 2019.

We are iSPIRT and we build large IT databases like Aadhaar which can be used for both Surveillance & Capitalism. Then we make Govt & orgs like UNDP export this model to other countries. Also some of us work for Nilekani Philanthropies that build DIVOC, which is part of Co-Win. ImageImageImageImage
We are Setu and we consume the Open APIs of these large databases that iSPIRT builds, our co-founders were volunteers with iSPIRT before, now its our turn to make money with Open APIs. There is no conflict, just innovation. Capitalism works. Image

Short thread for lawyers & others who work on criminal justice system. The e-courts committee has shared a draft with vision for phase 3 of e-courts project. The draft was made by representative from Agami, Vidhi Legal Centre and Daksh.…
There is a fundamental problem I have with the committee's vision. They propose Open-APIs to share data between all organizations of criminal justice system. At heart of this system is Inter-operable Criminal Justice System (ICJS). Which will integrate courts, prisons, police. Image
ICJS as being said will give one a 360 degree overview of criminals in the criminal justice system. But it extends beyond criminals as the MHA wants to make amendments to Identification of Prisoners Act to included pretty much everyone into this system. ICJS is housed inside MHA

Thread on origins of bio-metrics in banking and subsidy delivery with Electronic Banking System in Andhra Pradesh in 2006. This is about the AP smart card project. This is the true origin of biometrics with #Aadhaar & Direct Benefit Transfer System.…
The idea around DBT primarily comes with the whole Financial Inclusion Initiatives being promoted by government. But the usage of bio-metrics though happened with this smart card project in Andhra Pradesh. The project was a pilot which & it identified few cores areas.
Since the pilot was for NREGA work payments, identification of work payments was required. So it all centered around identity. Biometrics with smart cards was decided to be used. Reason for this according to me is the already existing SCOSTA card standard

A short thread about this delhi based legal think tank which is everywhere proposing laws and committees. Some facts on record with govt documents as evidence. thread becase they helped formulate a data sharing protocol for @SetuAarogya
I first heard about them during the #Aadhaar case when its founder @Arghya_justify was involved in defending govt's stance that Indians don't need a fundamental right to privacy. His stance during the hearing was privacy is part of article 21, so one doesn't need it to elevate it
During hearings in SC, government constitutes Sri Krishna committee for making a data protection law because @Vidhi_India has suggested it @rsprasad. The govt used this as an argument to persuade the court to not grant fundamental right to privacy saying there will be a data law.

Short thread about @Product_Nation and how they operate, as @tam_arund reported this story.…
iSPIRT is a lobby group, cabal, cartel which pushes policy changes to help them push their technology inside government. These volunteers build Aadhaar, UPI, e-KYC, e-Sign, DigitalLocker. They are paid by iSPIRT with their last salary upto 36 lakhs.
The volunteers they get early access to some of these technologies to start companies on top of them. The ex CTO of Aadhaar started Khosla Labs, early access to UPI is given only to friends of iSPIRT. So if you talk against them, you get legal notices or trolled. True story.
