We first learned of the World Government's attemps to make artificial giants in Punk Hazard.
It was there that Ceaser was illegally and secretly continuing the research that he had begun with Vegapunk.
Ceaser had been kicked off the original team by Vegapunk because of his unethical methods in using the chemical HS2. As a retaliation, Ceaser caused the explosion that destroyed the original lab. Although Ceaser blamed Vegapunk for it.
We learned from Ceaser that Vegapunk was also still conducting these experiments. He commented that he had told Vegapunk before that 'bodies can't just been grown like magic'. This is why Ceaser used children as his test subjects.
We saw some of these children at Punk Hazard and it's through them that the first interesting parallel can be found.
These children are fed the drug through candy and subsequently become addicted to the 'candy'. This is very similar to both Big Mom's candy addiction & Chopper's.
Furthering this parallel, the children from Punk Hazard who have been artificially turned into giants, Big Mom & Chopper, all have a state where they lose control. Big Mom loses control during her hunger rages, Chopper lost control in Monster Point pre-timeskip -
To get a better idea of the connection between all these things, we have to look at the drug that Ceaser uses, NHC10 & the drug that Chopper uses, Rumble Ball.
Both of these drugs look very similar and so are their affects. Both cause artificial gigantification of some sort.
The way this works, is most likely by manipulating Lineage Factors.
This is essentially the discovery of DNA, established by Vegapunk during his time in MADS.
Lineage Factors have so far been involved in every sort of experiment that we've seen before, the creation of artificial fruits and the genetic modification of humans, Judge's experiment.
It's highly likely that the experiments of gigantification also depend on Lineage Factors.
If this is the case, then it may give us the best idea how the experiments may eventually be made successful. Remember that Ceaser commented on Vegapunk's failed experiments. We saw evidence of this in Punk Hazard and then again in Wano, through the Numbers.
It has recently been confirmed that Kaido was at Punk Hazard and formed his crew from there, as I had theorised before. It seems likely that soon we will see him freeing some of these test subjects as part of his escape.
Despite being much closer to successes than Ceaser's experiments on the children, the Numbers are still considered to be failures. These are the ones that Vegapunk was creating back in the original Punk Hazard lab.
If Ceaser's words are accurate, then it seems Vegapunk has not come any closer to success since these experiments.
So how might they be perfected? There is one character who's Lineage Factors may be the key.
Charlotte Linlin. A giant sized human.
Interestingly, it's here that Ceaser states that humans cannot be grown, however, we know now that Germa and Vegapunk's Pacifistas that this is actually possible.
It seems highly likely that this will be a factor.
If Kaido was once captured and Vegapunk used him to perfect artificial fruits, then what if Big Mom will be captured and used to perfect the artificial giants?
How could it be possible that Big Mom is captured? It will likely play in to her defeat.
Many of you will already be familiar with the theory, that she will be sent into a rage mode by CP0 revealing the truth of Mother Caramel to her.
In this state, Big Mom will be far more vulnerable to being defeated and captured. This may be why Oda decided to show that it is possible to capture Big Mom back in Udon.
Since I made the original of this theory, we've also learned that it seems highly likely that Law & Kid will succeed in taking down Big Mom. CP0 may factor into this, and the idea that Kid will finish the fight 1v1 is now growing in popularity.
If Big Mom is captured, it's likely that she will then become a test subject for the World Government, finally suffering the fate that she was saved from by accidentally killing Mother Caramel.
As Law explained back in Punk Hazard, the World Government have been attempting to perfect these artificial giant experiments for centuries. When they finally do achieve it, the threat these artificial giants will pose cannot be understated.
The only force that would be comparable to this army of perfected artificial giants, is the legendary Giant Warriors of Elbaf.
With this army, Big Mom believed she could have become Pirate King already.
This makes it seem incredibly likely to me, that the artificial giants will be perfected before Elbaf and that it is in Elbaf that they will become a problem.
This could be how Big Mom comes to Elbaf. As part of an army of artificial giants under the World Government's control!

Ever since Shanks surprised us all by appearing in front of the Gorosei, we have wondered at his motives for doing so. Some even believe now that Shanks is evil.
The biggest potential clue we have, is Shanks' mention of a, 'certain pirate'.
But who could this be?
There are quite a few possibilities as to who this 'certain pirate' could be, so the best way to determine who it most likely is, is to consider all of the potential candidates.
So, let's start with the seemingly most obvious candidate -
To begin, it must be understood that Ryou is just the Wano name for Haki. It means 'Flowing Cherry Blossom."
As Ryou in it's most basic form, is just an extension of Armament Haki concepts, it's explained in almost exactly the same way as the Breathe of All Things was pre time skip. Essentially it is an advancement of that principle.
