In most Australian Universities, to apply for scholarships, an applicant must first submit a candidature for a Higher Degree(MSc/PhD) at the time of application. In most cases, it can be a combined process(a single application form with a section to indicate scholarship interest)
There are a couple of ways to go with this:

You can either apply for admissions & scholarships through:

(A) an advertised project or
(B) by developing a research topic and indicating interest in a scholarship.

In either way, you still need to submit:
a RESEARCH PROPOSAL, secure SUPERVISION before your application can be considered!

A) Applying through an advertised project.

Many Australian Universities have advertised projects available on the institution website such as the ones we tweet here regularly.
Most people prefer this type as at least you know what you are working on. To apply,

1. First, check you meet minimum eligibility requirements. A Bachelor degree with at least 2nd Class Honours - Upper (First Class Honours is often required),minimum English language requirements
strong research skills demonstrated through some publications would be an added advantage. See general MSc/PhD degree requirements for Australia here

2.Draft a research proposal. The proposal should show a clear vision of the research topic and which would help frame your project and thesis. In most cases, this is done through an Expression of Interest(EOI) form available at the advertised project or university website
3. Contact the principal supervisor for the chosen project. You would need to send an expression of interest email to the principal supervisor to discuss supervision, research interest and any other relevant matter. Expected attached documents: EoI form, Academic transcripts..
Translations of non-English docs, CV. This is where you should apply all the cool cold email tricks from the street of Twitter.

4. Submit your application online. If you were able to secure supervision, you can then go ahead & submit your application online via the research degree admission portal. Detailed instructions on the next step would be found there. Expected documentation to attach would include:
Academic curriculum vitae (CV), academic transcript, Degree Certificate, English Language documents (For Non-native speakers), Passport, References/Letters of recommendations, Previous research program information
5. Wait for the outcome and pray. If successful, applicants have a limited period to either accept or decline an offer of candidature and/or scholarship, to commence their candidature. Once you have indicated your acceptance of the offer,
you will receive an acknowledgement email with further instructions about the commencement of your candidature. You will equally receive an electronic Confirmation of Enrolment (eCoE) for visa requirements. This is the document (CoE) you will use to apply for your visa
Here is an example from James Cook University. On the website, you can find the EOI forms, List of academic supervisors you can contact to discuss research interest, List of projects, available scholarships, application process etc..

B) Applying by developing a research project and indicating interest in available scholarships

The procedure is not so different from (A). The first step would be:

1. To identify a course of interest. Visit the University website. Identify a course of interest
2.Check the minimum entry requirements for the course and available scholarships
3.Draft a research proposal. In most cases using the EOI form. An EOI will usually demand a short description of the student proposed area of research & a summary of academic qualifications, grades..
4. Contact potential supervisor. If you are unable to find a suitable supervisor, contact the Graduate Research School. They will send your EOI to suitable supervisors who may be interested in your proposed project.
5. If your EOI is successful, you will then be invited to submit a final application for the research degree program and scholarship.
More details on the next step would be provided by the University. You can get help from the graduate research school if any needed
* However some universities, to apply require applicants to:

first, submit an EOI, and if deemed eligible for the program, they then send a request for you to find a supervisor in your area of research interest prior to beginning your application.
Make sure to always check the deadline for the available scholarships before lodging ur applications. While an application for MSc/PhD progr is accepted all year round, scholarships have deadlines.However, in some cases, if u secure admissions & missed the scholarship deadline...
you can defer your offer till the next scholarship round.

In all the above pathways, the quality of your research proposal, previous research experience/potential (demonstrated through some publications) and academic achievements determines the outcome of your application.
