January 4,2022 Fresno County Board of Supervisors meeting! As the first meeting of the year this traditionally the rotating of Chairmanship roles with Brian Pacheco becoming Chair replacing Steve Brandau. I believe Sal Quintero becomes Vice Chair. The meeting comprises speeches

Prevention Services. Approval of the recommended actions will suspend the competitive bidding process and allow the
Department of Behavioral Health to contract with LPC Consulting Associates, Inc.
(LPC) for youth and
young adult Substance Use Disorder (SUD) prevention program evaluation and the development of the
related Strategic Prevention Plan (SPP) for FY 2026-2031. These services will be funded with Senate Bill
(SB) 920 - Alcohol Abuse Prevention Funds and Realignmen
funds, with no increase in Net County Cost.24 Confirm appointment of Dr. Trinidad Solis to the position of Deputy Public Health Officer pursuant
to the Fresno County Charter, Sections 12 and 16, providing her authority to act on behalf of the
County Health Officer, effective
January 10, 2022.
Dr. Solis has provided and managed primary
and urgent care services to patients of all ages, including college students and is passionate about
strengthening efforts in the County of Fresno.
26 Memorandum of Understanding for Emergency Medical and Health Disaster
Response Mutual Aid and Mutual Assistance with Counties in California outside of
Region V. The Medical Mutual Aid/Assistance system for California strictly follows the California Department of Public
Health’
s statewide Public Health and Medical Emergency Operations Manual (EOM) and is compliant with
the State Emergency Management System (SEMS) and the Incident Command System (ICS). The EOM is
a statewide guideline used by all counties that provides for situational awareness and
resource requests
during a disaster or large-scale event.
The County of Fresno belongs to California Medical Mutual Aid Region V (Region V) which also includes the
Counties of Kern, Kings, Madera, Mariposa, Merced, and Tulare.

Brandau makes nominates Brian Pacheco as Chair and Quintero as Vice Chair. The ceremonial switching of chairs occurs.
@NathanMagsigCA My resolution is I would like Covid to be in the review mirror. Also thanks Brandau for the redistricting process and how Brandau handled that and other items. The supervisors agree on 90% of the items before us. Pacheco always gets to the point and gets things
done. Quintero: we were able to agree to disagree on items.He thanks all the County employees and they are all essential. @BuddySupervisor Thanks the employees for working through a second year of the pandemic. Brandau has a lot of patience over the past year as Chair.
Brandau: i am really looking forward to 2022. I am looking at it in a whole new light in my life as well as the County. Welcomes new CAO Paul Nerland as well. I thank all of the employees of the County. I know Pacheco will do a great job! Pacheco:Mendes and myself are now the
Senior supervisors of now 8 years.Pacheco gives Brandau a plaque as well as a gift. The gift I received from Quintero can never be topped though. Magsig said Brandau is a moderate and Mendes said he is patience. But i have never met anyone more far right before! Brandau and his
staff took care of us very well with food over the year so much I had to go to the tailor to let out my pants waist! They give him County apron, chef hat and bbq set! Brandau's staff gets the gifts as well.
That will probably the most fanfare we will have this entire year and remainder will be all business. I am proud to serve on this board. I thought once the vaccines came out we would be done with Covid but I don't think it will ever go away! We have lots of capital projects
finishing such as jail and animal shelter. We have to rely on our employees but this is a large county with 7000 employees so we can't see everything so please move it to department heads and then to us if you feel you are not being heard.
Our first project will be the Foster Care System. My happiest day was giving up the Chair the first time and being Vice Chair was the best. You had all the perks but none of the hits he jokes. ANNOUNCEMENT: Supervisors meetings are now 9:30 and not recent 10 am. Mendes and myself
get up early! 4. Proclaim January 2022 National Slavery and Human Trafficking Prevention Month. EOC representative highlights some of the huge puzzle. Breaking the Chains, Fresno Police Chaplaincy, Molly's House. January 18 will be pledge to stop trafficking event on Blackstone

Supervisor Reports:@NathanMagsigCA sometimes the stressors of this life make it hard but we need to work hard. I am mindful that are circumstances don't dictate how we feel. Quintero:our coat drive collected 403 coats and donations from Prosecutors organization. Brandau:on a
personal note my entire family got Covid including his father who is still in the hospital but should get out soon. Some of us were vaccinated. Doctors told me that early treatment is very valuable. Father didn't get treated until day 4-5 and should have been day 1. Get your love
ones treated sooner than later please! Mendes: @BuddySupervisor always have to stay positive as it is part of life.Supervisors' job is to get things done! Pacheco:thanks our Clerk for getting all the gifts today for Brandau. CAO Nerland:in some ways we are better than before as
we have made new partnerships over the pandemics. We want to act like a leader as we are one of the best Counties in the State. Pacheco:It is significant when a County changes CAO. Former CAO Rousseau was great at numbers. Nerland's skill is the human part. Our employees are most
important to us. This will make us the strongest county in the Central Valley. Supervisors Mendes and Pacheco now appoint public to various boards and committees. APPROVED
