I am going to tweet in English on this complicated subject of the relationship between the Speaker of Parliament and the President in #Tanzania.

4. Parliament passed a deficit budget which Job KNEW needed support of loans in excess of TZS 9 tril.

5. For Job to claim the government is run negligently because of these loans is disingenuous because he was one of the people who passed a budget with a TZS 9 tril deficit reliant on loans. Why didn’t he ask the Government to cut costs during the budget debate?
6. Once the budget is passed, his role as an MP is to ensure that the government adheres to the budget. He didn’t criticise the government for breaching the budget but for taking approved loans.
7. If Job doesn’t approve running budget deficits then he should have raised this issue in Parliament before the budget was passed.
8. He just behaved like a renegade backbencher with an axe to grind. He is a member of the CC of CCM and could have raised his concerns in caucus.

9. Job took on his President when he didn’t have his party’s support. The Speaker can only win if he is not a member of the President’s political party and he has the support of a minimum 1/3 of parliamentarians.

10. Job made a careless power play by taking on the President and Chairperson of his party, without requisite backing.
