According to Politifact, bringing pizza and drinks to people in line "has become trendy." It started as a $10,000 deal in 2016. In 2020, it grew to a $1.5m operation.

This was clearly already a violation of GA law that the SecState tried to stop with "guidance." The new GA law is just more explicit.
So while it may seem like ridiculous legislation, the pizza thing became an electioneering abuse that needed to be stopped.
