Treasury minister Lord Agnew resigns at despatch box calling anti fraud measures on pandemic loans “desperately inadequate”
- “oversight by both BEIS & British Business Bank ..nothing less than woeful”..
“HMT has no knowledge or little interest in consequences of fraud”
…Ouch - Treasury minister Agnew resigning at despatch box on Covid rescue anti fraud failings: “Schoolboy errors were made, for example allowing over 1000 companies to receive Bounceback loans who were not even trading when Covid struck”
“… simply failed to understand agents hold in stock companies with earlier creation dates…”
“Ive been arguing with Treasury and BEIS officials for two years to get them to lift their game, I have mostly been unsuccessful”…
Now move to a “new and dangerous phase” where Banks can claim on 100% state guarantee for non repayment , says Agnew.
“without implementing a standard bar” for counter fraud measures, 2/7 of the banks account for 81% of loans paid to companies created after covid
If only BEIS and BBB would “wake up” - still no dashboard of lender performance even though Govt has paid out £1billion to banks… 26% has been from fraud rather than credit failure… says Agnew.
“There’s a penny of income tax waiting to be claimed if we just woke up” but theres a “combination of arrogance, indolence, and ignorance” says minister as he resigns, saying taking fraud seriously would give a sporting chance of some tax cuts… “Thank you & goodbye!”
… flip side to this, summarised by Economic Secretary @JohnGlenUK last week is that the Government accepted a certain risk of fraud “in good conscience” to get money out to as many businesses that needed it as possible within days rather than months…
.. so all becomes matter of degree. Lord Agnew’s particular beef is even accepting speed/ due diligence trade off, it is very incompetent to allow companies that didnt even exist pre-pandemic, to get state money on this scale…
& big warning re banks not trying to recoup cash
For clarity, Lord Agnew expressly said that his decision was only about this fraud issue, and not the wider political difficulties in Downing Street for the PM.
Further detail in Lord Agnew’s resignation letter…
“Last week a foolish decision was made to kill off the prospect of an economic crime bill…” which would have helped tackle fraud and save taxpayers money, he says…
Called for by a cross party group of MPs, last year

White House reveals talks to find alternative gas supplies for Europe in event of Russian invasion of Ukraine/ sanctions on Russia - “What we’re looking at is to make sure that there are some suppliers that are able to bring on volumes into Europe”… whitehouse.gov/briefing-room/…
White House talks with companies that could supply European gas needs for months if Russian supplies are cut off “to see how much they can increase that output on a relatively temporary basis. So, for a number of months, while we’re in a crisis — potentially in a crisis mode.”
“we’re engaging our European allies to coordinate our response planning, including talking to them how they deploy their existing energy stockpiles, which are, obviously, at significantly low levels this year due to the reduced Russian supplies over the last several months…”
NEW: Target inflation on the Consumer PRice Index measure reaches a 30 year high of 5.4% rise in December - highest rise since Bank of England became independent…

“I don’t think she’s got any choice. She should call him as a witness but also call any other witnesses he can bring forward who are willing to give their version of events”
Andrew Bridgen as I ask: “do you think Sue Gray should call Dominic Cummings as a witness?” #Newsnight
There may be no solution to the Government’s immediate energy trilemma… the hit will go well beyond the “fuel poor”. I understand that an option on a £15bn plus “Cost Deferral Mechanism” to smooth the spike over is being developed… BLOG:
No decisions yet - not everyone within Whitehall nor within the energy industry are on the same page, but they will be needed fairly quickly…
Some supporters of PM arguing he will use this Cost Deferral Scheme, to relaunch his premiership
BBC has seen some plans, there are different timeframes, some include taxpayer guarantee, though not necessarily needed, some are adaptations of the last resort mechanism approved by Ofgem for keeping customers of bust companies going, another builds on BoE pandemic schemes…
Coming up @BBCNewsnight after quite a week for party politics, culminating in Number 10 apologising to the Queen @lewis_goodall unearths the guest list for the latest revealed party …. At 2230
Sir Simon Fraser, former leading diplomat told me: “this is not only a question of the behaviour of the PM.. But also civil servants who have been working at the heart of government seem to have been caught up in this series of bad decision making." #Newsnight
“how is it that they have actually been involved in not only attending, but convening these parties? I think that is an issue that is, I’m afraid, going to have to be looked at, and is damaging for the Civil Service,” said Sir Simon to me on #Newsnight
