Yesterday plaintiffs submitted their reply to DHS and ITServe's motions for summary judgment, and included exhibits showing DHS was warned about abuse of the #h1blottery electronic registration system. 🧵
Compete America warned about "flooding the system" with duplicate registrations. They predicted good faith users would be harmed and trust in the lottery system would erode.
Information Technology Industry Council expressed the same concerns about flooding the system with phony applications and asked USCIS to clarify how they planned to prevent fraud.
This is why the H-1B visa is not popular for hiring lawyers. If you treat them as indentured servants (i.e. using the visa as it was designed), they can turn around and sue you.
