I think referendums should be banned in England just as they are in Germany. A large part of English society, and even of the political and media elite can't understand the distinction between democracy and dictatorship of the majority.
The Brexit elite used the referendum as the Nazis used referendums, as a battering ram to weaken democratic and legal checks on government power, demonising opponents and judges as enemies of the "Will of the People". 
During the 2 years or so after the referendum England was dominated by a fascist culture of the dictatorship of the majority (really minority) and systematic political intimidation. England was not a democracy during that time.
The fascist notion of the "Will of the People" is a poisonous legacy of Brexit politics that is currently being used by the Tories to defend corruption and law-breaking, using the argument that it must be left to voters to judge on such matters.
Once the Parliamentary and legal checks on government power are removed then there can be no such thing as a free or fair election. The government will be free to pervert the electoral process in whatever way it wishes. The "Will of the People" becomes the will of the rulers.
