🧵 The President of the French National Assembly just delivered a message on behalf of President Macron on the war in #Ukraine. A thread on this rare statement (last time a 🇫🇷 President used this procedure was in 2002):
"In view of the developments in Ukraine, I wanted to address the Parliament today. You will understand that my first thought in these tragic hours is for the Ukrainian people and authorities."
"I salute their courage in resisting Russia's massive military offensives and their determination to defend their sovereignty and freedom."
"Nothing has been or will be spared to help them. We owe them support and solidarity. All measures are also being taken to ensure the protection of our compatriots in Ukraine."
"The nation, through me, salutes those who continue to ensure, despite the danger, our diplomatic representation in Kyiv and support to Ukraine."
"The current situation is the result of Russia's decision to invade Ukraine. The sequence of events in recent weeks is clear and unmistakable."
"Together with our European partners and allies, we had anticipated this fateful possibility of a war on the continent. We did everything possible to avoid escalation and worked to resolve the crisis through dialogue."
"Today we see that Russia is choosing confrontation. Russia is violating its international commitments and the cardinal principles of sovereignty and territorial integrity."
"As a permanent member of the UNSC and as president of the EU Council, France has a threefold duty:

1/ "Protecting the fundamental principles of peace and collective security by firmly sanctioning their violation.
2/ "Acting in solidarity and support of the Ukrainian people and authorities. We will therefore provide an additional support of 300 million euros. We are also in contact with the Ukrainian authorities to provide them with the defensive equipment they need."
3/ "Protect our security, our sovereignty and our democracies. We will make additional commitments within NATO to protect the soil of our Baltic and Romanian allies. And we will strengthen the fight against information manipulation and cyber attacks."
"The war in Ukraine marks a major geopolitical and historical turning point of the 20th century and brings the risk of a return of empires and conflicts to our borders. This major crisis will affect our lives, our economies and our security."
"Sanctions will have an impact over time, they are never without consequences, including for us, but we assume this because it is the defense of our values that is at stake. In this respect, we will take all necessary decisions to protect our compatriots."
"This war confirms that our Europe is not a union of consumers but a political project attached to values. The EU must fully become a power, more sovereign in energy, technology and military matters."
The statement was applauded across the assembly. A rare show of unity, especially in the middle of a presidential election. The National Assembly will have a public debate on this issue next week.

[Thread] NATO Secretary General @jensstoltenberg just confirmed that allies agreed to deploy elements of the NATO Response Force, including the #VJTF currently led by 🇫🇷. A 🧵 to explain what the #VJTF is:
1/ The VJTF stands for "Very High Readiness Joint Task Force". This force was created at the 2014 Wales Summit amid the Crimea crisis. The goal was to increase the size and readiness of the existing NATO Response Force with the creation of a rapidly deployable "spearhead force".
2/ The VJTF includes a multinational land brigade of around 5,000 troops and air, marine and special forces components.

Leading elements of the VJTF are ready to be deployed within 2 or 3 days. The readiness of the VJTF is regularly tested through exercises.

Foreign minister @JY_LeDrian this morning on the French public radio. A 🧵:

"The war is total, President Putin has chosen a massive offensive, he has chosen to remove Ukraine from the map of states."
"The Donbass question was only a pretext, what Putin wanted was the submission of Ukraine. This is a tipping point in European history."
"Yesterday I talked to my Ukrainian counterpart. He told me what were the Ukrainian demands: humanitarian aid, financial support, delivery of equipment, adoption of sanctions. On all these points, we are acting. We are in support of the Ukrainian resistance."

Very strong words from French foreign minister @JY_LeDrian tonight on French national television:

"President Putin is disavowing Russia's signature because his actions are in breach of 🇷🇺 commitments under the Paris Charter or the Minsk agreements. He is a cynic and a dictator."
In response to the threats made by the Russian President to NATO, the French Minister replied that "Vladimir Putin must also understand that the Atlantic Alliance is a nuclear alliance."
"Since the beginning of this crisis, what strikes me is the strengthening of the unity among Europeans and among Allies. While Vladimir Putin is fighting NATO, he has never succeeded so much in unifying the transatlantic relationship."

Joint declaration of the leaders of the #G7:
"We are appalled by and condemn the large-scale military aggression by the Russian Federation against the territorial integrity, sovereignty and independence of Ukraine, directed partly from Belarusian soil."
bundesregierung.de/breg-de/aktuel…
"We as the G7 are bringing forward severe and coordinated economic and financial sanctions. We call on all partners and members of the international community to condemn this attack in the strongest possible terms, to stand shoulder to shoulder with Ukraine."
"This crisis is a serious threat to the rules-based international order, with ramifications well beyond Europe. This has fundamentally changed the Euro-Atlantic security situation. President Putin has re-introduced war to the European continent."

French defense minister: "The French President chose the right words to express the gravity of the situation: we are at a turning point that will have lasting consequences on our lives."
"Today, Vladimir Putin is showing his true face. After having lied to the whole world and pretended to be diplomatic, he is revealing his true intentions. He is choosing war and is dealing an unjustifiable blow to the peace and security of Europe."
"He chose violence and force to coerce a sovereign people, the Ukrainian people, who aspire to nothing other than peace in Europe."
