Rohatgi: no notice was issued and no one was heard apart from the petitioner. then an order was passed where the earlier order is reproduced. Guidelines have statutory flavour and it cannot be brushed aside like this
SC: principal grievance that first order of NGT and nor the second order has not heard the representatives of the poultry farms as they were affected by the directions. since the appellants were not before NGT thus we grant liberty to appellants to move NGT seeking modification
